FINDING OF FACT VARIANCE APPLICATION NO. 76-69 REPORT DATE Staff: 11/S/76 Commission: 11/8/76 APPLICANT: David Bates* ADDRESS & ZONING: 922 and 926 North Bewley AP 101-421-9 R 2 District SDM 10-5=10 VA PURPOSE: To permit a board and care facility for approximately 30 mentally ill adults, waiving a portion of the required parking, in the R 2 District. STAFF RECOMMENDATION: Denial COMMISSION ACTION & VOTE: DENIED 11/8/76 AYES: NOES: ABSENT: Commissioners O'Dell, Acosta, Winters, Yates, Gosse Commissioner Ankrum Commissioners, None REASON FOR ACTION: 1. The proposed facility would have a detrimental impact on the residential character of the neighborhood. The projected 30 residents would be an excessive number considering the size of the.property and the facilities provided. There are presently numerous board and care facilities within Santa Aha to care for the needs of its citizens. DETAILS OF PROPOSAL: Description of Proposal: The applicant proposes to establish a board and care .facility for approxi- mately 30 mentally ill adults. The facility will be located on property at g22and 926 N. Dewley Street and will contain, after improvements, the following: Buildings: six: four single family residences and two duplexes Units: eight gg3 sq.ft, units: three 3-bedroom units, four 2-bedroom units, and one 1 bedroom unit Parking: three single car garages and seven open parking spaces for a total of ten parking spaces. The code requirement for the proposed facility would be 15 parking spaces; therefore, the applicant is requesting a waiver of five parking spaces. Open Space: 44% or 15,004 sq.ft, of open space Recreation Facilities: The applicant proposes to'construct an arts and crafts shop and a volleyball court on the property. The facility will be operated by a Mr. Otis and Mrs. Juanita Stocker. Mrs. Stacker presently operates a board and care facility at 625 S. Townsend Street and is endorsed by the State of California Health and Welfare Agency. Consultation with the Police Department has indicated that no abnormal pro- blems have resulted from the facility at 625 S. Townsend Street. The proposed facility at g22 and 926 N. Bewley Street will be geared towards helping mentally ill patients become self-sufficient, well adjusted people. A program involving training in daily skills such as cooking, money manage- ment, cleaning and personal hygiene will be used. In addition, the resi- dents will be enrolled in training or rehabilitation programs outside the home. VA 76-69' Page 1
