DMF: rs <br />3-31-77 <br /> <br />RESOLUTION NO. 77-42 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA APPROVING THE APPLICATION <br />FOR FUNDING OF THE THIRD YEAR HOUSING AND <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br />FOR THE CITY OF SANTA ANA AND THE SECOND <br />YEAR PERFORMANCE REPORT AND AUTHORIZING <br />AND DIRECTING THE CITY MANAGER TO TAKE ALL <br />NECESSARY STEPS TO FILE SAID APPLICATION AND <br />PERFORMANCE REPORT, AND DESIGNATING THE CITY <br />MANAGER AS THE AUTHORIZED REPRESENTATIVE OF <br />THE CITY OF SANTA ANA TO ACT IN CONNECTION <br />WITH THE AFORESAID APPLICATION AND PERFORMANCE <br />REPORT, AND TO PROVIDE SUCH ADDITIONAL INFORMA- <br />TION AS MAY BE REQUIRED BY THE UNITED STATES <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br /> <br /> WHEREAS, the City of Santa Ana received approval of its <br />First Year Housing and Community Development Program from the <br />United States Government Department of Housing and Urban Develop- <br />ment ("HUD") and has received Six Hundred Eighty Nine Thousand <br />Dollars ($689,000.00) under Title I of the Housing and <br />Community Development Act of 1974, for the program year <br />beginning June 12, 1975 and ending June 30, 1976; and <br /> <br /> WHEREAS, the City of Santa Ana received approval of its <br />Second Year Housing and Community Development Block Grant <br />Program from HUD and has received One Million Five Hundred <br />Twenty Nine Thousand Dollars ($1,529,000.00) under Title I of <br />the Housing and Community Development Act of 1974 for the <br />program year beginning July 1, 1976 and ending June 30, 1977; and <br /> <br /> WHEREAS, the Community Development Citizen Participation <br />Committee and the Community Development Management Team held <br />a series of five (5) public meetings throughout the City of <br />Santa Aha in 1976 to provide citizens with adequate informa- <br />tion concerning the amount of funds available for proposed <br />housing and community development activities in the Third Year <br />Housing and Community Development Program; and <br /> <br /> WHEREAS, the City of Santa Ana Human Relations Commission <br />held public hearings on January 14, 1977 and February 1, 1977; <br />and <br /> <br /> WHEREAS, the City of Santa Ana Planning Commission held the <br />first mandatory public hearing on January 24, 1977 after due <br />notice, providing citizens an opportunity to articulate their <br />needs, to make comments on proposed program activities, and to <br />offer alternate suggestions on possible programs for the Third <br />Year Housing and Community Development Program in accordance <br />with HUD regulations, 24 C.F.R. 570.900(d) (2); and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana held <br />the final of the two (2) mandatory public hearings on the pro- <br />posed Third Year Housing and Community Development Application <br />after due notice, approved said application and sent said applica- <br />tion to the Clearinghouses and to the Southern California Associa- <br />tion of Governments ("SCAG") for the requisite A-95 review; and <br /> <br /> WHEREAS, the Second Year Performance Report was prepared and <br />sent to the Clearinghouses and the Los Angeles Area HUD office <br />on March 29, 1977; and <br /> <br /> <br />
