CITT OF SANTA AI~A <br /> <br />CONTRACTS ~DI~NItTRATOR <br /> <br />DEFINITION <br /> <br />[h~der direction, performs difficult and responsible technical engineering office york <br />in the administration and monitoring of public works construction co~tracts. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Perfor=s independent studies, analyses and investigations and prepares technical repor=s <br />related to the preparation, processing and monitoring of public works constructio~ <br />project contracts; reviews bid specifications and bid submittals and verifies con- <br />tractor's records for compliance ~lth equal employment opportunity, equal pay and other <br />federal and state laws and regulations; prepares contract compliance documentation and <br />periodic and final project reports required for state and federally-funded projects; <br />prepares work progress summaries, financial status end similar reports regarding con- <br />tracts to allow partial payments; prepares change orders and requests for contract <br />modifications to cover design changes; confers with City departments for the coordi- <br />nation, execution and completion of contract related matters; researches, investigates <br />and responds to COmplaints and inquiries from general public, City departments and <br />other agencies regarding construction projects; provides technical and administrative <br />support to field construction inspection staff; investigates and reports on accident <br />claims involving construction contracts and permits; reads and interprets specifications, <br />performs engineering calculations of average difficulty, and prepares simple cross <br />sections, profiles, diagrams, maps, graphs and charts; prepares and supervises the <br />preparation of contract-related correspondence; establishes and maintains a records <br />retention, retrieval and destruction schedule for the land survey/construction inspec- <br />tion functions; and performs other related duties as required. <br /> <br />DISTI]~GUISHING FEATURES OF TRE CLASS <br /> <br />This is complex sub-professional engineering office work requiring the exercise of <br />independent Judgement and initiative and the application of specialized knowledge of <br />contract administration. Work also involves considerable public contact requiring <br />tact and responsiveness. Work is assigned by a professional engineer in terms of con- <br />tinuing responsibilities and is reviewed through discussion and evaluation of results <br />achieved. <br /> <br />RECOMMENDED MINIMUM 9UALIFICATIONS <br /> <br />Education equivalent to completion of ~wo years' (60 semester units) of college in pre- <br />engineering or architecture, including fifteen (15) units in trigonometry, calculus, <br />engineering drawing and/or surveying; and two years' experience construction contract <br />administration and/or public work construction inspection; or any combination of <br />training and experience ~hich provides the following knowledge, skills and sbtlities: <br /> <br />Good knowledge of engineering, construction or construction inspection work practices, <br />methods end nomenclature es related to the preparation, processing and monitoring of <br />construction project contracts; engineering office practices and procedures; drafting <br />instruments end techniques. Workiug knowledge of laws, regulations and reporting <br />requirements pertaining to state and federally-funded construction projects. Ability to: <br />conduct studies, analyses and investigations and prepare reports of s complex, technical <br />nature; read and interpret engineering specifications; perform moderately difficult <br />engineering computations accurstel~; draw and trace simple maps, plans and other drawings; <br />communicate clearly and concisely orally and in writing; and secure and maintain effec- <br />tive working relationships, sometimes under stressful circumstances, with contractors or <br />their representatives, officials of other governmental agencies and the general public. <br /> <br /> <br />
