Ogden Marhel <br /> <br /> The M~-~g~er orally reported reference request of Skiatron T.V.System for a license <br /> to build, construct, equip, own, maintain and operate a closed circuit T.V. system, <br /> and stated a representative of Skiatron T.V. system is now requesting the Council <br /> to adopt a Resolution authorizing them to investigate the idea of closed circuit <br /> T.V. It was moved by Counctlma, Hubbard and seconded by Gould +.hAt the Council <br /> declare it is it's intent to permit the establishment of closed circuit television <br /> within its corporate ltmtts, subject to compliance with a11 applicable statutes, <br /> Or~!-e~ces, rules and regulations, now existi~ or hereafter prc~ulgated. Julius <br /> Tuchler, Chairm~n of the Los Angeles Citizens Committee against Pay T.V. and rep- <br /> resenting the Southern California Theatres Association quoted statistics, polls <br /> and surveys; also c.~,.~.nted on what other cities have done regarding Pay T.V. It <br /> is a threat to free T.V. as it would deprive the low-income people of the pleasure <br /> of free T.V. Jerc~e Doff, Vice-President-Director of Skiatron T.V. said when they <br /> submitted their application it did not contain sufficient information and have now <br /> submitted a Resolution of Intent for the information of the Council. Mr. Doff <br /> stated they would appeal to the iow-income people, as well as others,and it is <br /> their objective to carry on a successful operation. Arthur Merritt, local motion <br /> picture projectionist and Do-~]d Hart, 2321 Spurgeon Street, gave their reasons for <br /> opposing Pay T.V. M.E. Foust, 1910 Murtha Lane, said he would like to have the <br /> opportunity to vote on the question. Lloyd Hallamore said he did not understand <br /> the theatre owners fighting Pay T.V. and the Pacific Telephone and Telegraph Compan% <br /> could operate it on its wires and poles. The Major declared the hearing closed and <br /> ca1 !ed for a vote on. the motion. Forrest, member of Year Round Garden Club, protesting against the <br /> conversion of Birch Park as an auto park, <br /> From State of California, Department of Public Works, advising that the 5/Sths cents <br />g#~/gas tax funds, on the 1958-59 est!m-te is $204,560.00, and urging early submission ~ <br /> of the anni,al budget as well as the progrmm,!ng of projects, in order tbet con- <br /> struction may be performed under the most favorable weather conditions, and <br /> Frcm the State of California, Department of Public Works, advising that the <br /> ~sB,a~16rly allocation of gas tax funds for the period ending December ~l, 1957, is <br /> 4.35, based on population. <br /> <br /> On motion of Councflw~n Hubbaaxl, seconded by Gould and carried, proper officials <br /> were authorized to execute agreement dated February 17, 1958, with Carl J. Klatt, <br /> for City's contribution to an~ to collect for certain connection with sewer line <br /> along Fruit Street east of Mabury Street and north to 17th Street. <br /> <br /> Comm~mication was read from R.
