~IT~ OF SANTA ANA <br /> <br />P~EDEVELOPHL~IT KEAL ESTATE OFFICER <br /> <br />DEFINITION <br /> <br />Under direction, supervises and coordinates the real estate activities of the Cityts Redevelop- <br />ment A~ency and performs complex technical and administrative work in the valuation of real <br />estate and ~he negotiation for acquisition, disposition and deve/opment o{ property for <br />redevalop~ent/rehabilitation ~urposes. <br /> <br />EXAHPT.~ OF DUTIES <br /> <br />Plans, organizes, supervises, coordinates and participates /n the real estate acquisition <br />and disposition, property management and relocation actiwities of the Agency; coord/nates, <br />reviews and evaluates work of third party contractors, includinE appraisers, market analysts <br />and title companies; evaluates property appraisal, feasibility analysis and land reuse <br />appraisals submitted by contractors and makes recommendations on acceptance or rejection <br />of reports; conducts preliminary negotiations with property owners, developers, financial <br />representatives and others for the acquisition, disposition and development of properties <br />for redevelopment/rehabilitation purposes and assists the Executive Director in final <br />stages of negotiations; secures, examines and interprets property records and title reports; <br />supervises the preparation and processing of documents for acquiring, recording, leasing <br />and disposiz~g of property, including opening and coordinating escrows, preparing legal <br />descriptions and ordering preparation of related maps, plans, sketches, etc.; supervises <br />the preparation of bids for the removal, sale or relocation of improvements on improved <br />land; prepares variety of contracts involving the valuation and sale or exchange of pro- <br />parties, property -~agement and security, proper:y removal or demolition, owner-participa- <br />tion agreements and disposition and development agreements; administers property disposition <br />and development agreements; prepares Agency meetinE agenda items and documentation pertain- <br />ing to real estate, relocation and property disposition and development matters; prepares <br />~ual budget estimates for real estate activities; supervises the preparation and main- <br />tenance of Agency's real estate records and files; prepares comprehensive and detailed <br />technical reports concerning activities; and performs other related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />~he work of this class involves responsibility for the administration of all phases of the <br />~Eency operation dealing with real estate, relocation and property disposition and develop- <br />~ent activities requiring the exercise of seasoned Judgement, discretion and initiative in <br />~he application of specialized knowledge and skill in negotiating for the acquisition, dis- <br />position and development of properties for redevelopment purposes. <br /> <br />RECOI~HENDED HINI1/UH ~UALIFICATIONS <br /> <br />Education and experience equivalent to graduation from college with specialization in real <br />estate, business or public admini~tratton, economics or related field and four yearst <br />experience involved in the appraisal, acquisition, sale and leasing of land and land rights, <br />including at least one year of such experience in an urban renewal or redevelopment agency <br />o_Er any equivalent combination of experience and training vhich provides the following <br />knowledge, skills and abilities: <br /> <br />Knowledge of: pr~-'f.~e, t'ract!ces, economi~s and legal requirements of urban redevelopment/ <br />rehabilitation pertaining to the acquisition, disposition and development of property for <br />redevelopment purposes; I%deral, State and local laws pertaining to real estate and its <br />transfer, relocation, fair appraisal and fair negotiation practices; factors involved in <br />appraising property and principles underlying the appraisal process; coat, on methods of <br /> <br /> <br />
