RCS:ms <br />5/31/78 <br /> <br />RESOLUTION NO. 78-81 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AMENDING THE LAND USE <br />AND ARTERIAL STREETS SECTION OF THE GENERAL <br />PLAN BY REDESIGNATING PROPERTY BOUNDED BY <br />FIRST, THIRD, FLOWER, AND VAN NESS STREETS <br />FROM GOVERNMENT AND CIVIC FACILITIES AND <br />PROFESSIONAL AND ADMINISTRATIVE OFFICES <br />TO HIGH DENSITY RESIDENTIAL. GENERAL PLAN <br />AMENDMENT 1978-2. <br /> <br /> WHEREAS, the Planning Commission, at its regular <br />meeting held on May 22, 1978, following public hearing <br />noticed and held in the manner prescribed in ~ 27-16 of the <br />Santa Ana Municipal Code, has approved and recommended to <br />this Council an amendment to the Land Use and Arterial <br />Streets section of the General Plan of the City of Santa Ana <br />as hereinafter set forth, and <br /> <br /> Wq{EREAS, this Council, on June 19, 1978, has held <br />a public hearing duly noticed in accordance with § 27-17 <br />S.A.M.C., and based on such hearing and the evidence presented <br />therein, does now find the said amendment, as recommended by <br />the Planning Commission, to be in the public interest, and <br /> <br /> WHEREAS, this Council, prior to taking this action, <br />has reviewed and considered the information continued in the <br />Environmental Impact Report prepared and certified by the <br />Santa Aha Redevelopment Agency as the lead agency for the <br />project, which E.I.R. was previously reviewed and considered <br />by this Council on December 20, 1976 (Resolution No. 76-150), <br />and now finds that: <br /> <br />a. There are no subsequent changes proposed in <br />the project which will require major revisions of <br />the E.I.R. <br /> <br />b. No substantial changes have occurred with respect <br />to the circumstances under which the project was under- <br />taken which will require major revisions in the E.I.R. <br /> <br />c. No new information of substantial importance has <br />become available which would require revisions of the E.I.R., <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. That the Land Use and Arterial Streets section <br />of the General Plan of the City of Santa Ana is hereby <br />amended by redesignating property bounded by First, Third, <br />Flower, and Van Ness Streets, and more specifically described <br />on Exhibit A, attached hereto and incorporated by reference <br />herein, from Government and Civic Facilities and Professional <br />and Administrative Offices to High Density Residential, in <br />accordance with that certain document entitled Exhibit <br />G.P.A. 78-2, on file with the Clerk of the Council. <br /> <br />2. That the. following findings are hereby made: <br /> <br /> a. Redesignation of the subject property to <br />a high density residential classification will allow for <br />development of a proposed downtown housing project to provide <br />needed residential facilities in the central city. <br /> <br /> <br />
