CITY OF SANTA ANA <br /> <br />PROPERTY REHABILITATION COUNSELOR <br /> <br />DEFINITION <br /> <br />Under general supervision, performs technical work in providing property <br />rehabilitation and financial counseling for property owners within neigh- <br />hood improvement project areas. <br /> <br />~XAMPLE OF DUTIES <br /> <br />Conducts preliminary interviews with prospective rehabilitation partici- <br />pants to determine eligibility; counsels and assists property owners on <br />matters concerning rehabilitation of their property; prepares loan/grant <br />applications and secures property appraisals; reviews credit check results <br />from banks; assists owners to secure acceptable contractors; enforces con- <br />tractor performance standards by pre-construction meetings and conducting <br />work-in-progress and final inspections; approves final disbursement of pay- <br />ments %o contractors; coordinates activities with neighborhood improvement <br />activities; keeps case records, prepares technical reports and performs <br />other related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />Positions in this class are at the full-performance, experienced working <br />level involving a combination of technical inspection work, property re- <br />habilitation (repair and alteration) counseling and multi-party liaison <br />£nvolving coordinating, monitoring, expediting and contract enforcement <br />functions, requiring good subject-area knowledge and above-average tact <br />and responsiveness. Reports to Property Rehabilitation Supervisor. <br /> <br />RECOMMENDED MINIMUM QUALIFICATIONS <br /> <br />Education equivalent to graduation from high school and two years' recent <br />experience in residential or commercial property rehabilitation, building <br />code enforcement, or supervisory building construction experience supple- <br />mented by a good knowledge of procedures involved in securing loans or <br />grants for the rehabilitation or purchase of real property, or any equiv- <br />alent combination of training and experience which provides the following <br />knowledge, skills and abilities: <br /> <br />Knowledge of: housing remodeling and rehabilitation costs, methods, tech- <br />niques and practices; general provisions of the Uniform Building, Electri- <br />cal, Plumbing and Mechanical Codes as applied to remodeling/rehabilitation <br />construction; various Federally-assisted property rehabilitation programs. <br />Ability to: make inspections according to construction plans and specifi- <br />cations; determine most feasible rehabilitation of residential property <br />in relation to available financing; provide financial counseling services; <br />establish and maintain effective working relationships with financing <br />agencies, property owners, contractors, other City employees and the general <br />publi~. <br /> <br /> <br />
