WORKERS" COMPENSATION AND INSURANCE ANALYST <br /> <br />D~FINITION <br /> <br />Under direction, administers and coordinates the City's workers' compensation and <br />other self-funded or insured idemnification programs, including employee group <br />benefits plans and property/casualty coverages for municipal properties. <br /> <br />...~LES OF DUTIES <br /> <br />Administers and coordinates the City's self-funded workers' compensation and employee <br />group medical programs and monitors and coordinates t~ae insured group plans which provide <br />employee medical, dental, life and long-term disability benefits and services; performs <br />independent studies, analyses and evaluations and prepares technical reports related <br />tO the funding, operation and cost effectiveness ~ such programs; investigates and <br />compiles data on each work incurred injury/illness to City employees'; interviews and <br />counsels injured employees; coordinates and expedites claims review and medical treat- <br />ment activities and, when applicable, the development and dmplementation of individualized <br />modified duty assignments for injured employees; develops ahd maintains comprehensive <br />injury/accident record and reporting system, including establishing and maintaining <br />case history files and systems for collecting, analyzing and evaluating the cause, <br />severity, frequency and cost of injuries; prepares and conducts supervisory training <br />programs regarding injury treatment, investigation and reporting policies and procedures; <br />coordinates activities with City Manager and City Attorney Offices, claims administrators <br />and those responsible for occupational safety and loss prevention/control activities; <br />monitors and expedites claim service and settlement activities; investigates and resolves <br />service and claims handling/settlement complaints and problems; reviews and evaluates <br />existing or proposed benefit structures, services and cost factors and makes recommen- <br />dations regarding adequacy and cost effectiveness of coverages; and performs other <br />related duties as required. - <br /> <br />DISTINGUISHING FEATURES OFTHE CLASS <br /> <br />The work of this class involves the performance of responsible administrative and techni- <br />cal work at the experienced, full-performance level requiring the exercise of considerable <br />initiative and Judgement and the application of specialized knowledge and skills. Work <br />also involves considerable amount of personal interaction with others requiring above <br />average degree of tact, responsiveness and discretion and communication skills. Reports <br />to Director of Personnel. <br /> <br />RgCOMM~NDED MINIMUM qUALIFICATIONS <br /> <br />Experience and education equivalent to three year~' progressively responsible experience <br />in the development, analysis and evaluation, and/or administration of employee group <br />indemmification, industrial safety, workers' compensation, loss prevention/control, or:~ <br />similar programs and two yearst of college level education OR any equivalent combination <br />training and experience which provides the following knowledge, skills and abilities: <br /> <br />Working knowledge of the purpose of and the laws, policies and procedures governing worker <br />compensation. Good knowledge of: principles and practices of casualty and employee group <br />benefit insurance; policies and procedures involved in claims processing and settlement; <br />basic research and statistical techniques, methods and procedures. Ability to: collect, <br />analyze and evaluate data and effectively present verbal and written presentations of <br />facts, conclusions and recommendations, establish and maintain cooperative working relatio <br />ships w~th staff and other people; and initiate, plan and complete work assignments with <br /> <br />minimumdirection and control. <br /> <br /> <br />
