Councilman Gould co~ented that First Street~ <br />has a traffic problem and the cost is the most important factor as to what is done <br /> <br />with First Street and suggested using parking meter money to widen First Street, bu~ <br />does not believe in decreasing the development of other streets for First Street. <br />Mayor Heinly commented that one-way streets cannot prove that it accounts for loss <br /> <br />of revenue and business since certain other Cities have one-way streets and their <br />businesses are successful. It was moved by Councilman Hall that Walnut Street be <br />developed as an altermat~ two-way street to rel1~ the congestion on First Street, <br />· rith signals at BristOl,Flower, Broadway and Sycamore Streets. Motion lost for <br />lack of a second. It was moved by Councilman Markel that the Council proceed to <br /> <br />make First Street four traffic lanes and two parking lanes. Motion lost for lack <br />of a second.
