Canvass Election <br />Returns - "Sullivan <br />and Edinger Annex" <br /> <br />Canvass Election <br />Returns - "mst <br />Santa Aha Annex" <br />Ordinance <br /> <br /> of early Spring, 1956, to the actual development of the project, the project was ~ <br /> delayed for a period of some two and one-half years, and durin~ that period of time, <br /> the base cost increased 25% plus. The figures were computed on the basis of the <br /> origina~ estfm~ted cost. At this point it is ~ossible for the City to make an add- <br /> itional contribution of $11,1OO.OO and it would be roughly a lO~ decrease in charge <br /> to the abutting property owners. Attorney,Baxter stated he did not know what the <br /> original esttm,te was but contended the difference in the cost of the trench and the <br /> boring method did not account for a 100% increase and felt a grievous error must have <br /> been made in the orig~n~ est~,~te, and felt the City should bear the cost of the <br /> difference in the charge. Dr. Mark Lindsey, 1933 South Main Street,stated he signed <br /> the petition for the lights and understood the cost would be from $2.30 to $2.80 per <br /> front foot. He further stated he had not seen the notice regarding the total cost <br /> of the improvements. The Director of Public Works stated the notices had been placed <br /> 2' to 3' above the ground every 300' in the area. Mrs. Ethel E. Hooper, 905 South <br /> <br /> Main Street, owner of property in the 1900 and 2000 blocks South Main Street vigorously <br />objected to the increased assessment and said Main Street is heavily travelled and felt <br /> <br /> the City and not her property benefited from the improvement; also she saw no evidence <br /> of the notices in her area. On motion of Councilman Hubbard, seconded by Hall and <br /> carried, the hear~ was declared closed. On motion of Councilman Hubbard, seconded <br /> by Hall and carried, the matter was continued until April 6, 1959. <br /> <br /> This being the date to canvass voters' ballots cast at the "$,llivan and Edinger <br /> Annex" and it satisfactorily appears to the City Council of the City of Santa Ana <br /> that notice of said Special Municipal Election was duly given and the Election was <br /> duly and regularly held on March 10, 1959, according to law. On m~tion of Councilman <br /> Hubbard, seconded by Hall and carried, the Clerk was ordered to open the Precinct <br /> envelope and proceed with the canvassing of the ballots. There was only one voting <br /> precinct established for the purpose of holding said Election, consisting of a con- <br /> solidation of the regular election precincts established for holding the last general <br /> State and County elections. As a result of the T~lly, the Council determined and <br /> the Clerk declared that there were no absentee bat lots voted at said election; that <br /> <br />the proposition submitted to the Electors was: <br /> .~h~l 1 the territory designated "Sullivan ( YES ) <br /> and Edinger Annex" be annexed to the ( ) <br /> Cit~ of Santa Ama? ( NO ) <br /> <br />and that there were a total of ~11 votes cast at said Election of which number 239 <br />were voted "Yes" and 72 were voted "No". On motion of Councilman Eubbard, seconded <br />by Hall and carried, the following Ordinance entitled: <br /> <br /> "Ordinance declaring the result of the canvass of the returns of the <br /> Election in the territory known as 'Sullivan and Edinger Annex' and <br /> approving the annexation of said territory to the City of Santa Aha" <br /> <br />was introduced, considered and placed on file for second reading. <br /> <br />This being the date to canvass voters' ballots cast at the "West Santa Aaa ~ x , <br />and it satisfactorily appears to the City Council of the City of Santa Ana that notice <br />of said Special M-nicipal Election was duly given and the Election was duly and <br />regularly held on March 10, 1959, according to law. On motion of Councilman <br />Hubbard, seconded by N-I~ and carried, the Clerk was ordered to open the Precinct <br />envelopes. On motion of Counci]m~n Hall, seconded by Hubbard and carried, the Clerk <br />was ordered to open the absentee b~ ~ ots and proceed with the canvassing of the <br /> <br /> <br />
