Ogden Markel <br /> <br /> The Council having unanimously waived the reading of the Ordinance, on motion of <br /> <br /> Co~lcilrman Gould, seconded by H,11 and carried, the following Ordi-~ce entitled: <br /> <br /> "Ordinance No. NS-367 declaring the result of the canvass of the <br /> returns of the Special Am~exation Election in the territory known <br /> and designated as'~st Santa Aha Annex' and approving and declaring <br /> the annexation of said territory to the City of Santa Aha, California" <br /> <br /> was considered and passed by the following vote: <br /> <br /> Ayes, Councilmen Royal E. Hubbard, Stanley C. Gould, Jr., <br /> A.A.Hall, Dale H. Reiuly <br /> Noes, Councilmen None <br /> Absent, Councilmen J. Ogden Markel <br /> <br /> Councilman Hubbard reviewed the highlights of the points introduced by the Manager <br /> at the Council meeting held March 16, 1959, regarding the discrepancy in the original <br /> estimate of the cost of the front footage and the act,,al cost of the work in Assess- <br /> merit District No. 201 for the improvement of Main Street between Edinger Street and <br /> Delhi Road. He said there was a moral obligation on the part of the City, as the <br /> estimate was based on a miscalculation, and although it is an u~*ortunat~ <br /> situation, the Council might increase the contribution on the part of the City. <br /> <br /> The Director of Public Works stated the City would increase the amount by $6,736.29 <br /> which would be approximately a 1~ decrease per front foot charge, instead of $5.16 <br /> per front foot, which is the actual cost and it would be reduced to $4.22 per front <br /> foot, as far as the property owner is concerned. The Council having unanimously <br /> waived the reading of the Resolution, on motion of Councilman Gould, seconded by <br /> Hubbard and carried, the following Resolution entitled: <br /> <br /> "Resolution No. 59-63 of the City Council of the City of Santa Aha <br /> increasing the contribution of the City and ordering the modification <br /> of the assessment roll in that Assessment Proceeding for the improve- <br /> ment of Main Street (Assessment No. 201)" <br /> <br />was considered and passed by the following vote: <br /> <br />Ayes, Councflmen Royal E. Ogden Markel <br /> <br /> The Council having unanimously waived the reading of the Resolution, on motion of <br /> <br /> Councilman Gould, seconded by Hubbard and carried, the following Resolution entitled: <br /> <br /> "Resolution No. 59-64 of the City Council of the City of Santa Aha <br /> confirming the assessment for the improvement of Main Street" <br /> <br /> in Assessment District No. 201, was considered and passed by the following vote: <br /> <br />Ayes, Councf~men Royal E. Ogden Markel <br /> <br />Councilman Hubbard suggested that in,the absence of Councilman M~rkel, the matter of <br />discussion in regard to ,m~uthorized expenditures of City funds for conventions and <br />trips by Mayor Reinly and Councilman Markel, be continued until Councilman Markel <br />could be present. Councilman Gould stated he had not approved expenditures of <br />City money for trips taken by Mayor Heiuly and Councilm~n Markel, and said he <br />requested the Manager to give him a list of the approved expemditures for 1957-58 <br />and 1958-59, as follows: ~ New York $600.00, San Francisco $100.00, Portland $106.80, <br />Washington, D. C. $445.00, D~ytona Beach, F~orida $550.00, Rio de Janelro $2,601.40 <br />and Santa Aha E1 Salvador $600.00. Ail expenditures must be made with the approval <br />of the City Council as set forth in Section ~O2 of the Charter. He had contacted <br />Edward Armstrong who told him he had been invited to make the trip to Santa Aha E1 <br />Salvador, with the City defraying the expense, which trip was not approved by the <br /> <br /> <br />
