Mayor Helnly said he represented the City at various meetings and had <br />never spent any City money other than that nllocated for the trip. Councilman <br />Gould stated no authorization had been given by the Council for the Santa Aha E1 <br />Salvador trip and felt it was not proper nor within the confines of Section 402 of <br />the Charter. Mayor Heinly stated he had not taken any trips without some discussion <br />and approval and felt there was no illegal expenditure of City funds and the matter <br />should be held in abeyance until the return of Councilman Markel. Also, that <br />Councilman Gould went to Los Angeles and the sum of $200.00 was not authorized. <br />Counc~lm~n Hubbard said he was willing to ratify anything that had been done. It <br />was moved by Couneflma~ Nh11, seconded by Hubbard and carried, that the matter be <br />continued for further discussion on April 6, 1959. Counetlm~u Hsll questioned the <br />reason for Councilm~n Markel going to Washington, D.C. and Mayor Heinly stated <br />Councilman Markel was representing him as he felt it advisable that Santa Aha be <br />represented as the City was becoming well known by representation at these meetings. <br />Cotulcilma~ Hall asked the Mayor if the Chamber of Commerce had approached him or <br />was he approached by anyone in the City, to make the Santa Ana E1 .°~_lvador trip. <br /> <br />The Mayor stated he was contacted by the Chamber of C~mmerce and two other parties <br />requesting that he attend the People-to-People Program. Councilman Hall stated he <br />had been awaiting the return of the Mayor before he made any decision regarding the <br />expenditures and requested the matter be carried on as a discussion and asked <br />Councilman Gould if he would have approved the trips if the matter had been bz~t <br />up. Councilman Gould stated the trip to Rio De Janeiro involved $1600 or $1800, on <br />a package deal, and would not have voted additional money for it, although the trip <br />cost $2601.00. The trip to Santa Aha E1 Salvador was $438.00 and he under no <br />circtanst~nces, would have approved it. He recited other items of expense for <br />trips, and said he would not have approved two-thirds of these trips had his <br />opinion been asked. Councflm~ Hall stated that the original motion would stand. <br />The Manager stated the owner of property at the northwest corner of l?th and <br /> <br />Spurgeon Streets is seeking a building permit for the construction of a building at <br />this location. The Master Plan of Streets and Highways indicates that 17th Street <br />will be a six-lane highway in the future. The City, in time, will need 10' width <br />for road purposes and if the building is constructed, will be forced to pay a <br />tremendous sum to tear down the building when the six-lane highway is constructed. <br />The Manager suggested that the City file condemnation proceedings and buy a 10' wide <br />strip by 90' for the sum of approximately SBO00.OO, at this time to save heavy <br />expense later. The Council having unanimously waived the reading of the Resolution, <br />on motion of Councilman Hubbard, seconded by Gould and carried, the following <br />Resolution entitled: <br /> <br /> "Resolution No. 59-65 authorizing condemnation of certain real property <br /> for the widening of 17th Street on the north side west of Spurgeon Street" <br /> <br />was considered and passed by the following vote: <br /> <br />Ayes, Councilmen Royal E. Hubbard, Stanley C. Gould, Jr., <br /> A.A.Hall, Dale H. Heinly <br />Noes, Councilmen None <br />Absent, Councilmen J.
