<br />It was moved by Councilman Hubbard that the unauthorized expenditures of City fund~i
<br />made by Mayor Dale H. Heinly and Councllm-n J. Ogden Markel be affirmed, ratified
<br />and confirmed. Motion lost for lack of a second. It was moved by Councilm~u
<br />
<br />Hall, and seconded by Hubbard, that those expenditures which have been ma~e
<br />
<br />by the City Council to date be considered properly approved. Councilman Gould
<br />said he felt the matters should be acted upon separately, regardless of the fact
<br />that the matter had been discussed at the inform-] afternoon session and questioned
<br />the Mayor regarding a sum of $600.00, paid in 1957-58, and stated that in the past
<br />three and one-half y~ars trips were made to New York, Portland, Washington, Miami
<br />Beach, Rio de Janeiro and E1 Salvador, in the sum of $5,787.05, and also mentioned
<br />the trips made by Counci]mauMarkel to Washington, D.C. and San Diego, in the amount
<br />of $1,382.00. Counc~]m-n Gould contended that each one of these trips was uot
<br />approved by the Council. Mayor Heialy repeatedly informed Councilman Gould that
<br />the money was appropriated in the Budget. Mayor Heinly made mention of the $200.00
<br />given to Councilman Gould to make the trip to Los Angeles and Councilman GoUld stated
<br />the expenditure was authorized. Councilman Gould attempted to question the City
<br />Manager and was ruled out of order by the Mayor. Councilman GoUld said Mayor
<br />Heinly and Councilman Markel should dis~,al ify themselves since it involved them and
<br />Mayor Heinly informed Councilman Gould there is nothing in the Cbert~ that would
<br />eliminate them from voting. Mayor Heiuly stated the subject had been thoroughly
<br />discussed in the afternoon session and called for a roll call vote.

<br />Markel and carried, the application of L. M. Guyon, dba State Merchants Police· for
<br />
<br />a business permit to operate a patrol service, was denied.

<br />The Council having lmaDimously waived the reading of the Resoluti0~, on motion of
<br />
<br />Counc!lman Gould, seconded by Hall and carried, the following Resolution entitled:
<br />
<br />"Resolution No. 59-70 concerning parking limitations and curb
<br />markings in accordance therewith"
<br />
<br />establishing two-hour limited time parking bet~n 9 A.M. and 3 P.M., daily, except
<br />
<br />Sunday, on the east side of French between Stafford and Sixth; west side of Mortimer
<br /> Street
<br />between Stafford and Fruit~ north side of Fruit Street between French and Mortimer
<br />
<br />and on the south side of Stafford between French and Mortimer, reference request of
<br />

<br />markings in accordance therewith"
<br />
<br />~stablishing red zones on the north side of 17th Street between Bush and Main Streets,
<br />
<br />and on the north side of 17th Street between Bush and Spurgeon, as recommended by
<br />
<br />the Department of Public Works, was considered and passed by the following vote:
