ARTICLE XVIII <br /> <br />18.0 UNION RIGHTS <br /> <br />18.1 <br /> <br />Release Time for Union Grievance Representatives. The Union shall have the right to <br />appoint/elect a reasonable number of representatives who are recognized by the City as <br />officers or worksite leaders/stewards. <br /> <br />Such reasonable number of worksite leaders/stewards recognized by the City and <br />specified within the Full Time SEIU MOU shall be increased by one (1) for the Part <br />Time Civil Service category of employment. <br /> <br />The City's Employee Relations Manager shall be provided with a list of names and <br />classification titles of the Union's officers as set forth in the Santa Ana City <br />Employees, Chapter 1939/Service Employees International Union Local 347, AFL- <br />CIO Bylaws, as well as the names and classification titles of ail worksite <br />leaders/stewards and other Union representatives. The Union agrees to inform the <br />City in writing of any changes in said list within ten (10) calendar days. <br /> <br />During the term of this Agreement, the City agrees to grant up to a total of two <br />hundred (200) hours per fiscal year on a non-cumulative basis to enable the officers <br />and worksite leaders/stexvards to assist other bargaining unit employees in processing <br />grievances under the Grievance Review Procedure; provided, however, that such <br />officers and worksite leaders/stewards shall make advance arrangements with their <br />supervisors prior to absenting themselves for such purpose. The officers and <br />worksite leaders/stewards shall be required by the City to record and report to their <br />supervisors the work time spent in assisting other bargaining unit employees pursuant <br />to this provision of the Agreement. <br /> <br />Union Business Leave Time. In addition to the two hundred (200) hours per fiscal <br />year provided by the City on a non-cumulative basis, officers and worksite <br />leaders/stewards shall be granted an additional three hundred (300) hours per fiscal <br />year on a non-cumulative basis paid by the Union from the bank of hours or directly <br />by the Union. The purpose of this additional three hundred (300) hours per fiscal <br />year shall be to enable the officers and worksite leaders/stewards to assist the <br />bargaining unit employees in processing grievances under the Grievance Review <br />Procedure and for union activities which may include conventions, seminars and <br />meetings. However, such officers and ~vorksite leaders/stewards shall make <br />arrangements xvith their supervisors prior to absenting themselves for such purposes. <br />The officers and worksite leaders/stewards shall be required by the City to record and <br />report to their supervisors on the worktime spent on Union business. <br /> <br />Time spent by officers or worksite leaders/stewards on Union Business leave time, <br />under this Letter of Agreement, shall not be considered time worked for computation <br /> <br />3I <br /> <br /> <br />
