Ogden Markel appeared as an interested citizen and requested the Council <br /> <br /> to retain the integrity of the City and deny this Variance. Gates Burrows, <br /> <br /> 950 River Lane, stated Henry Segerstrcm, Harold Segerstrom, William Croddy, <br /> <br /> Dr. Dalton Peelle, Dr. Blaisdell, Messrs. Carlyle, Hanson and Jd~nson et al, <br /> <br /> are opposed to t~s Variance. The M~For read com~,nications from Gates <br /> <br />Burrows and A. J. mcfadden objecting to the granting of the Variance, and on <br />~motion of Co~cilman aubbard, seconded by Hall and carried, the communications <br />were received and filed. Mrs. ~e~ay ~uick, 2218 North Ross Street, and ~illiam <br />Gordon, 2632 North Flowerj gave their reasons far opposing the granting of <br />the Variance. Herbert Oalverson, one ~the owners of the two parcels of proper~ <br />stated he also was speak/ng on behalf of mr. and Mrs. Theo Lacy, owners of the <br />other parcel. ~e said he had developed his orange grove for some sixteen years <br />an~ had taken great pride in it; he now desires to sell this property but <br />would not consider doing so unless he felt it was a goOd thing for the City; <br />the ~nsurance Building would be a fine thing far the City and the neighoorhood, <br />and requested the Variance be granted. He stated they propose to con- <br /> <br />struct a ouilding of approximaoely 65,000 square feet. 'l'hey brave nine other <br />similar buildings. The function of these buildiD~s is to act as a regional <br />office to process applications, claims, etc. Most of the employees will be <br />clerical in nature with some executives. He feels the residents want some <br />comcrete proof that the company will do exactly as they have represented, <br />and they deserve an answer or proof of good faith. The company will build a <br />high-class building, will be good neighbors, will put in proper Ouffer walls so <br />that the entire area will he beautiful and one of which to be proud. The <br />company has engaged Boyle Engineering ComDar~, Oonsulting Engineers, Spurgeon <br />Building, Santa Ana, to go over the pro~erty and make an estimate as to what <br />it would cost to put in the necessary ~mp. rovements on this parcel of land to <br />make/~ a high grade suOdivision. £he figures are as follows: Site preparation, <br />clearing 38 lots, %1200; excavation, lh,OOO cubic feet, e7,O00; curos for the <br />subdivision, t4,350; paving $12,200; sidewalks 14,500 square feet, ,5,800! <br />main sewer complete, $6,120; water mains, $5,h00; sewer house cannections, <br />$3,OHO; 6' masoury wal]~ 2250 feet, $11,250; alley, 1200 linear feet, $8,6hO~ <br />Since then it has been mentioned that a traffic signal should Oe installed, <br />and if this Variance is granted, the Company will pay for a signal at Memory <br />Lane and Flower ~treet. The total expenditure for the improvements will be <br />approximately $78j273. These figures were submitted to the Executive ~ozmittee <br />of applicant, and ~r. Smith was instructed to advise that if the Variance is <br />granted, an expenditure of some %78,000. will De made which should attract <br />high class buyers and show an act of good faith of the COmpany. The Company <br />offered deed restrictions at the first mee~ng to assure buyers that the proper <br />residential dwellings would be built in the area and would attract a high type <br />buyer. There are prbbably many legal ways to ta~ further precautions to see <br />that the $78,000. is actually spent. Carl Isaacson, 2738 ~iorth ~lower Street, <br />stated he lives across the street from the proposed Ouilding. He indicated <br />he has confidence in the insu~'ance company and feels they will live up to their <br />contentions as to what they will do, and the building will be an asset to the <br /> <br /> <br />
