She ha~ been told her property value would decrease <br /> <br />if the Variance is granted, Out she consulted t~ree well known real estate <br /> <br />brokers who assured her the building would not be detrimental to the valuation. <br /> <br />She feels if the Variance is not granted, homes of lesser ~ue may be c~n- <br />structed, Dr. Robert Perry Davis, 524 W. Santa Clara Avenue, stated he h~ come <br />to the meeting with au unbiased ~tnd and on the strength of the data presented by <br /> <br />both sides, feels the integrity of the homes shonl~ be protected. The stipula- <br />tions in the Variance should ~ke the ?n~urance Compa~y carry out the promises <br />they have made~ ~ ~or declared the hearing closed. The Ma~or read a <br />c~mu~cation sig~ed by E. G. Buster, Vice-president of the Townsend Compare,y, <br /> <br />stating that the best possi01e use of the land in question would be made by the <br />I~s~rance Company, and on motion of Councilman Gould, secouded by Hall and <br />Carried, the communication was received ar~ filed. Councilman Gould stated <br /> <br />that a difficult decision would have to be made. A Variance is granted to a <br /> <br />person who is owner of property where there is a hardship to continue for him <br />to use the property for R-l, and conditions can be imposed and enforced, ae <br /> <br />stated he did not believe this property is an island. The railroad and the <br />Freeway bring this specific property into special circumstances. Its use as <br />R-1 is useless for that purpose--it could be R-3. Three requests to re-zc~e <br />this property have been rejected. ' If the Variance is granted, an attrabtive <br />building, with good homes surrounding it, will not detract from the value of <br /> <br />the homes in the area. Councilman Gould moved that the Council declare there <br />appears to be a hardship in the use of this property. ~otion lost for lack of <br />a second. Councilman Brewer asked at what approximate date construction of <br />curbs, etc. would begin. Mr. ~mith of the Insurance Company stated within one <br />week of the granting of the Variance an architect would De engaged to draw the <br />proper plans and give advice as to how to locate the dwellings. He was unable <br />to give the exact date the construction would actuall~ begin, but as soon as <br />plans were received from the architect, the company would call for bids. <br />Councilman Hall stated be felt Santa Aha should se a well Oalanced community. <br />~a~or neinly stated if the Variance is granted he will see that every legal pro- <br />tection is given that the insurance group builds the 1700 foot houses, the <br />improvements go in before the ouilding is constructed, and that the houses go <br />in as a ouffer strip. The Council has given the matter a great deal of con- <br />st~eration and is looking to the best interests of Santa Aha. The Co~acil r~aving <br />unanimously waived the reading of the ~esolution, on motion of Councilman Gould, <br />seconded by Brewer and carried, the following Resolution entitled: <br /> <br /> "Resolution No. 59~8~ gmanting Variance on Application No. 1083 <br /> of Farmers Underwriters Association, where Planning C~mmission <br /> reco~m~ended denial" <br /> <br />was considered and passed oy the following vote: <br /> <br />Ayes, Councilmen <br /> <br />~oes, Councilmen <br />Absent, Councilmen <br /># <br /> <br />Royal E.
