Hall, Boo ~rewer, Oale n. nein~y <br /> ~foes, ~ouncilmen None <br /> A~sent~ Councilmen ~one <br /> <br />Zt was moved b~ Councilman Orewer that a Resolution ce adopted abolishin~ e- <br />way streets within the City limits of Santa Aha. ~otion lost. ~ommunication <br />was read from the ~irst Street I~provement association requesting the Council <br />to make a study to determine whether or not the present one-way streets are now <br />advantageous and for the best interest of business and the Oity, and requestdno <br />continuance of this matter for approximately two months, and that business grou?s <br />and other interested persons be requested to consider the matter and be givem <br />an opportunity to report their opinions to the Council. ±t was moved by Council- <br />man Gould aud seconded by Brewer that the matter be referred to ~he City <br /> <br />Manager, and the proper departments, to make a survey and study to determine <br />whether or not the present one-way streets serve the best interests of business <br />in the City; and the City Manager instructed to complete this survey within <br />sixty days. mr. Herbert ~iller stated business has been affected adversely by <br />the one-way streets; it is growing in the outlying districts but not down-town. <br />Bill Lowe, co-owner of Hugh J. Lo~e & Son, said the one-way streets was on a <br />trial ~asis and does not believe one-way streets have ~elped bus~ness in any <br />way. W. H. Spurgeon, Jr. stated he had objected to the one-way streets orig~n- <br />ally and a survey should be made of the business men and property owners for <br />their opmnmo~s on how it affects ~usiness. *. Ogden ~arkel spoke briefly on <br />behalf of one-way streets. Miles Leach, 2025 W. Tenth Otreet, stated he <br />had lived in three cities whero there were one-way streets, but believes the <br />system here is inadequate as set up. It was moved by Councilman Halt, seconded <br />by Gould and carried, that the motion be a~nded and the matter be immediately <br />discussed with the Down-A~own Business ~en's association, the FL~st Street <br />Improvement Association, a representat~ive from the City Council and the <br />Administrative Staff, and the Retail Division of the Chamber of Co~m~erce <br />to submit t4eir recommendation regarding one-way streets by June 1,1959. <br /> <br />Motion carried. <br />,, <br />J. Ogde~ Markel, owner of two lots in Assessment District ~o. 199, stated a <br />strip l0 feet ~ide and 94 feet deep was paved with asphalt and the assessment <br />for the work was $h32.76, and he was charged with the overhead of planning, <br />surveying, etc. which meant overhead expense in excess of 300~ for sidewalks, <br />c~rbs and the street. The Mayor suggested the matter be referred to the <br />Department of Public ~orks. <br /> <br />Communication was read from the Planning Commission reco:~mending adoption of <br />proposed amendment of Master Plan of Streets and Highways. The Oounci~ ha-~ing <br />waived the reading of the Resolution, on motion of Councilm~ Hubbard, seconded <br />by Gould and carried, the following Resolution entitled: <br /> <br />"Resolution No. 59-121 fixing date of hearing on amendment of Master ~lan <br />of S~reets and Highways of %~e City oF Santa Ana" <br />setting tbs date of hearL'~g on June 15, 1959, <br />was considered and passed oy the following vote: <br /> <br />Ayes, Councilmen ~oyal ~.
