RESOLUTION NO. 80-5 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ESTABLISHING A POLICY FOR THE NAMING OF <br />STREETS, PUBLIC BUILDINGS, PARKS AND RECREATIONAL <br />FACILITIES AND REPEALING RESOLUTION NO. 77-32 <br /> <br /> WHEREAS, the City of Santa Ana has a rich background of <br />colorful pioneers and stirring historical events, and <br /> <br /> WHEREAS, the City of Santa Ana was established and has <br />thrived through the efforts of dedicated citizens and public <br />servants, and <br /> <br />citizens <br />heritage, <br /> <br />WHEREAS, it is in the interest of the City and its future <br />to retain names of significant landmarks and cultural <br />and <br /> <br /> WHEREAS, tradition in the community can be maintained <br />through the naming of streets, public buildings, parks and recre- <br />ational facilities, <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA: <br /> <br /> Section 1. That the following policy guidelines and <br />procedure for naming of streets, public buildings, parks and recre- <br />ational facilities is established: <br /> <br /> A. Requests for the naming or renaming of public buildings, <br />parks or recreational facilities are to be made in writing to the <br />City Council and filed with the Clerk of the Council. <br /> <br /> B. Requests for the naming or renaming of streets, most <br />particularly those streets contained within a new subdivision, are <br />to be made in writing to the City Engineer. The City Engineer <br />shall review the appropriateness of the request in accordance with <br />the criteria set forth in Section 34-66 of the Santa Ana Municipal <br />Code. The City Engineer will then file such a request for street <br />naming or renaming with the Clerk of the Council in accordance <br />with the policy and procedure established herein. <br /> <br /> C. Requests will be referred by the Clerk of the Council <br />to the "Facility Naming Committee," an ad hoc committee which is <br />convened only when requests for naming City streets, public build- <br />ings, parks and recreational facilities are received by the Clerk <br />of the Council. The Committee shall be composed of the Mayor or <br />his appointee who shall preside as Chairman, a Recreation and Park <br />Board member, a Cultural Heritage Committee member, a Planning <br />Commission member, and a staff member. <br /> <br /> D. The Facility Naming Committee shall research and <br />review the requests referred to them with particular consideration <br />given to the following policy guidelines: <br /> <br /> 1) A name identifying the location by its unique or <br />distinct geographic features. <br /> <br /> 2) A name relating to the environmental character- <br />istics or an historic event in the area. <br /> <br /> 3) The name of a person or family who donated the <br />land or funds for the City site. <br /> <br /> 4) The name of a person or family who has made a <br />distinct, significant contribution to the well-being or improve- <br />ment of the City of Santa Ana including, but not limited to, past <br />Mayors, Councilmen, or Board or Commission members of the City of <br />Santa Ana. <br /> <br /> 5) The name of a person, or of a family predecessor <br />of a currently serving employee, elected representative or Board <br />or Commission member of the City of Santa Ana shall be excluded <br />from consideration. <br /> <br /> <br />
