<br />REDEVELOPMENT REAL ESTATE OFFICER
<br />
<br />DEFINITION
<br />
<br />Under direction, administers the real property acquisition and disposal, residential
<br />and commercial rehabilitation and relocation and land lease activities of the City's
<br />Redevelopment and Housing Department and performs the more comolex and difficult work
<br />in the valuation of real estate and the negotiation for the acquisition, dispositiom
<br />and development of property for 'redevelopment/rehabilitation purposes.
<br />
<br />EXAMPLES OF DUTIES
<br />
<br />Plans, organizes, supervises, coordinates and participates in the real estate
<br />acquisition and disposition, property management and relocation activities of the
<br />Agency; coordinates, reviews and evaluates work of third party contractors, including
<br />appraisers, market analysts and title companies; evaluates property appraisal, feasi-
<br />bility analysis and land rense appraisals submitted by contractors and makes recommend-
<br />ations on acceptance or rejection of reports; conducts preliminary and final negotia-
<br />tions with property owners, developers, financial representatives amd others for the
<br />acquisition, disposition and development of properties for redevelopment/rehabilitation
<br />purposes and assists the Executive Director in final stages of negotiations; secures,
<br />examines and interprets property records and title reports; supervises the preparation
<br />and processing of documents for acquiring, recording, leasing and disposing of property,
<br />including opening and coordinating escrows, preparing legal descriptions and ordering
<br />preparation of related maps, plans, sketches, etc.; supervises the preparation of bids
<br />for the removal, sale or relecatinn of improvements on improved land; prepares variety
<br />of contracts involving the valuation and sale or exchange of properties, property
<br />management and security, demolition contracts and utility relocation, owner-participation
<br />agreements and disposition and development agreements; administers property disposition
<br />and development agreements; prepares Agency meeting agenda items and documentation per-
<br />raining to real estate, relocation and property disposition and development matters;
<br />prepares annual budget estimates for real estate activities; supervises the preparation
<br />and maintenance of Agency's rea] estate records and files; prepares comprehensive and
<br />detailed technical reports concerning activities; and performs other related duties as
<br />required.

<br />DISTINGUISHING FEATURES OF THE CLASS
<br />
<br />The work of this class involves responsibility for the administration of all phases
<br />of the Agency operation dealing with real estate, relocation and property disposition
<br />and development activities requiring the exercise of seasoned judgement, discretion and
<br />initiative in the application of specialized knowledge and skill in negotiating for the
<br />acquisition, disposition and development of properties for redevelopment purposes.

<br />RECOMMENDED MINIMUM 9UALIFICATIONS
<br />
<br />Education and experience equivalent to graduation from college with specialization in
<br />real estate, business or public administration, economics or related field and five
<br />years' experience involved in the appraisal, acquisition, sale and leasing of land
<br />and land rights, including at least three years' of such experience at a supervisory
<br />level in an urban renewal or redevelopment agency o__r any equivalent combination of
<br />experience and training which provides the following knowledge, skills and abilities:

<br />Knowledge of: principle, practices, economics and legal requirements of urban
<br />redevelopment/rehabilitation pertaining to the acquisition, disposition and development
<br />of property for redevelopment purposes; Federal, State and local laws pertaining to
<br />real estate and its transfer, relocation, fair appraisal and fair negotiation practices:

<br />RECOMMENDED MINIMUM QUALIFICATIONS
<br />
<br />factors involved in appraising property and principles underlying the appraisal processL..
<br />common methods of describing real property; effect on property valUes of deed and
<br />tract restrictions, zoning ordinances, tax and improvement assessments, easements and
<br />encroachments; property values and the effect of economic trends on value and price
<br />and on the construction cost of improvements; legal procedures and documents involved
<br />in real estate transactions; the principles of real property management. Ability to:
<br />collect, analyze and interpret economic, technical and statistical data relating to real
<br />property and to prepare comprehensive and concise written reports; conduct successful
<br />negotiations with property owners or their representatives for the acquisition,
<br />dispostion and development of property and establish tactfnl and cooperative relationships
<br />with persons contacted.
