Gotamo <br /> <br />Reso.No.60-115 <br />Notice of Public <br />Hearing on Dog Leash <br />Ordinance <br />(set hearing date) <br /> <br />The Council having unanimously waived the reading of the Ordinanc% on motion of <br /> <br />Councilmau Hubbard, seconded by Heinly and carried, the following Ordinance entitled: <br /> <br /> "Ordinance No. NS-452 declaring the result of the canvass of returns <br /> of the Bpecial Annexation Election in the territory known and desig- <br /> nated as 'Berrydale and Trask N.E.Annex' and approving and declaring <br /> the annexation of said territory to the City of Santa Ana, California" <br /> <br />was considered and passed by the following vote: <br /> <br /> Ayes, Councilmen Royal E. Hall <br />Noes~ Councilmen None <br />Absent, Councilmen None <br /> <br />The Council having unanimously waived the reading of the Ordinance~ on motion of <br /> <br />Councilman Hubbard, seconded by Gould and carried, the following Ordinance entitled: <br /> <br /> "Ordinance No. NS-453 amending Article IX of the Santa Ana Municipal <br /> Code to change district classification on Amendment Application No. <br /> 305, amending Sectional District Map 16-5-10 and repealing Ordinance <br /> NO. NB-438" <br /> <br />reference Amendment Application filed by James M. Gotamo~ to reclassify property <br />consisting of approximately nine acres from the C-2-PK and A-1 Districts to the <br />C-1-PK District, located at the southeast corner of Bolsa Avenu% proposed L?O-foot <br />major arterial, and Verano Street, proposed 104-foot primary street, was considered <br />and passed by the following vote: <br /> <br />Ayes, Councilmen Royal E. Hall <br />Noes~ Councilmen None <br />Absent, Councilmen None <br /> <br />Petitions were presented containing approximately 1686 signatures of residents of <br />the various school districts, requesting the City Council to adopt a dog leash law, <br />and representin~ the group, Joseph Sawaya~ 2729 W. Carlton Place~ Chairman of <br />Juvenile Protection Committee, John Adams P.T.A., stated the Committee was bombarded <br />with requests from parents~ both by letters and oral requests, that something be <br />done about a dog leash law in Santa Aha. At this time the PTA of John Adams Elem- <br />entary School voted to cooperate in whatever way they could to encourage the City <br />Council to legislate an Ordinance for the passage of a dog leash law. The Santa <br /> <br />Ana Council of the PTA also voted they would cooperate fully on this issue, and I <br />would now like to read a few of the many letters I have received on behalf of a dog <br />leash law. Mr. Sawaya read portions of letters from Mr. A. C. Kraft, disabled war <br />veteran~ who was almost attacked, on several occasions, by nomadic dogs while he <br />tried to work from his wheel chair in his garage, and from Joe S. Keith, who stated <br />his children are exposed to the dogs and that his landscaping has been menaced; also <br />quoted an item from the Santa Ana Independent outlining reasons for keeping wandering <br />dogs off the streets~ g lying statistics on the number of dogs in the City, the <br />number of persons who had been bitten in 1959, and urging the passage of such a law. <br />Mr. Sawaya called upon Cham Hensley, 20261 S. W. Birch Street, whose son had re- <br />cently been attacked by a vicious dog. Mr. Hensley stated his two-year old son is <br />still in the hospital and will need extensive plastic surgery, and protested that <br />if there had been a dog leash law this tragedy would not have occurred. Robert Evans~ <br />2102 Orchard Drive, stated this same dog had severely attacked his daughter, who will <br />also need plastic surgery, and he knows of seven other people who had been bitteu by <br />the same animal. Mr. Sawaya stated there are many other incidents of dog bites which <br />have not been reported~ and as this is now the rabies season, he urged Council's <br />immediate support of a dog leash law. On motion of Councilman Gould, seconded by <br />Hubbard and carried, the petitions and letters were received and filed. The Council <br /> <br /> <br />
