Kirker <br />(restore City <br />parking permits) <br /> <br /> in accordance with the requests Of the Department of Public Works. <br /> <br />The Clerk presented her statement reference the petition signed by approximately <br />241 persons requesting improvement of area bounded southerly by Bolsa Avenue, <br />bounded northerly by Fifth Street, bounded westerly by Harbor Boulevard, and <br />bounded easterly by the Santa Ana River, Assessment District No. 206, and reported <br />the petition was checked as to valid signatures and finds that the percentage of <br />signatures to be 59.87% and insufficient to form an assessment district to provide <br />for the work enumerated in the petition. Petition was presented signed by approxi <br />mately 99 persons to initiate sewer Assessment District No. 208, in the area <br />bounded southerly by Sugar Avenue, bounded northerly by Bolsa Avenue, bounded <br />westerly by Harbor Boulevard, and bounded easterly by the Santa Ana River, and <br />the Clerk orally reported the Signatures were not checked as to validity. The <br />Assistant Director of Public Works requested the City Council to waive the 1931 <br />Debt Limitation Act, and approve Assessment District No. 208 to be processed with <br />Assessment District No. 206. On motion of Councilman Hubbard, seconded by Gould <br />and carried, the petitions were received, filed, and the matter referred to the <br />Department of Public Works for proper processing. <br /> <br />On motion of Councilman Hubbard, seconded by Gould and carried, the P~rchasing <br />Agent was authorized to advertise for bids to furnish and deliver the estimated <br />annual requirements for the following items: (1) Cast Iron Rubber Gasket Jointed <br />Water Pipe in 12", 8" and 6" sizes, Specification ~81-17; (2) Cast Iron, hub end <br />Gate Valves in 12", 8" and 6" sizes, Specification 66~-7; (3) Fire Hydrants, <br />Specification 633-7; and (~) Water Meters, Detector checks and Backflow Preventors <br />Specification 665-7; bids to be opened September 6, 1960. <br /> <br />Communication was presented from the President of Bowl Committee, City ~ployees <br />Association, requesting renewal of their opticn for the Bowl Concession Agreement, <br />from J~ly l, 1960 through March B1, 1961, and further requesting consideration of <br />a reduction from the 20% to 15% of the gross sales rentals. On motion of <br /> <br />Gould, seconded by Hubbard and carried, the request was granted for an extension <br />under the provisions of the option, but ~he reduction from the 20% to 15% gross <br />sales rental was denied, without prejudice. <br /> <br />On motion of Councilman Hubbard, seconded by Gould and carried, the following <br />applications to solicit funds were granted: <br /> <br /> The Lions Club of Santa Ana to solicit on the streets, Friday, September 30, <br />1960, with proceeds to be used for sight conservation of the needy, <br /> <br /> Jack Fisher Chapter 23, Disabled American Veterans, to stage an annual fund- <br />raising project known as "Blue and Gold" and to sell tickets in the popularity <br />contest during August 5 to September 10~ 1960, with proceeds to be used for rehab- <br />ilitation, welfare and hospital activities, on behalf of disabled veterans and <br />their dependent s~ <br /> <br /> Orange County Association for Retarded Children, to sell tickets to a <br />Variety Show from August 17, 1960 to October 15, 1960, to provide funds for the <br />payment of Paularino property and for the Association to expand its services to <br />the retarded children of the County, and <br /> <br /> Orange County March of Dimes, through the Annual M~rch of Dimes Drive, <br />I - 31, 1961, to provide funds for the support of Orange County Chapter, National <br />Foundation program of research, education and patient aid in the fields of polio, <br />arthritis and birth defects, <br /> <br />Communication was presented from Henry R. Kirker, Commander, American <br /> <br />of Orange County, requesting restoration of City parking permits for disabled <br />Veterans o The Manager orally reported Mr. Kirker had been given an emblem to plac <br />on his car which is an identification that this privilege has been extended to him <br /> <br /> <br />
