REL:adg <br /> <br />RESOLUTION NO. 81-134 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA REVERSING THE ACTION <br />OF THE PLANNING COMMISSION ON CONDITIONAL <br />USE PERMIT APPLICATION NO. 81-10, APPROVING <br />SAID CONDITIONAL USE PERMIT, AND GRANTING <br />APPEAL NO. 447, FOR PROPERTY LOCATED AT <br />225 SOUTH GRAND AVENUE <br /> <br /> WHEREAS, a public hearing was duly held before the <br />City Council of the City of Santa Aha on August 3, 1981, on <br />the action taken by the Planning Commission in denying <br />Conditional Use Permit Application No. 81-10, which <br />application seeks to allow construction of an outdoor <br />advertising sign at 225 South Grand Avenue in the M1 <br />District; and <br /> <br /> WHEREAS, prior to taking action on said <br />Conditional Use Permit Application, this Council has <br />reviewed and considered the Negative Declaration for the <br />project, including Initial Study No. IS-81-70; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. That based on such public hearing and the <br />oral and documentary evidence submitted therein, the City <br />Council does hereby reverse the action of the Planning <br />Commission denying said Conditional Use Permit Application <br />81-10, and does hereby approve said Conditional Use Permit <br />and grant Appeal No. 447. <br /> <br /> 2. That the City Council hereby adopts, as its <br />findings of fact for the approval of Conditional Use Permit <br />No. 81-10, the following: <br /> <br />(a) The subject sign is consistent with a <br />policy of providing a moderate amount of <br />outdoor advertising space in appropriate <br />locations in the City, which service con- <br />tributes to the general well-being of <br />the community. <br /> <br />(b) The subject sign will not have a <br />significant adverse effect on persons or <br />property in the vicinity, due to the cir- <br />cumstances of its location and surroundings. <br /> <br />(c) The subject sign will be in compliance <br />with all relevant zoning regulations and <br />conditions. <br /> <br />(d) The subject sign will not have a sig- <br />nificant adverse effect on the future <br />development of the surrounding area in <br />accordance with the general Plan of the City. <br /> <br /> 3. For the reasons set forth in the Negative <br />Declaration prepared for this project, the Council'approves <br />and adopts the said Negative Declaration and its finding <br />that the project will not have a significant effect on the <br />environment. <br /> <br /> <br />
