Lenney was presented on Variance Application No. <br />1316, filed by Porter Edmunds, wherein Planning C~ission granted a Variance to <br />the Church of the Messiah~ to construct, maintain and use R-1 zoned property for <br /> <br />the purpose of a Church, ASm~uistration Building, Chapel, hall, school, sacristy <br /> <br />and youth activity center. Applicant's Appeal states immediately west of the prop-i <br />erty is a new tract of homes that w-ill suffer immeasurably if Planning Co~nission's <br /> <br />decision is upheld and requests reversal of same. The Clerk read a communication <br /> <br />fr~n Attorney Fred Forgy, Jr., 416 First Western Bank Building, representing Mr. <br /> <br />and Mrs. P. C. Edmunds, owmer of approximately five acres located at 1828 Fruit <br /> <br />Street, advising Mr. and Mrs. Edmunds have resided on the property since shortly <br /> <br />after the turn of the century, and stating the presence of a Church upon their prop~ <br />erty would not Jeopardize contiguous real property values; further, they intend to <br />reside in their present house which will be bound on two sides by the Church prop- <br />erty. ~n motion of CounciLman Hubbard, seconded by Brewer and carried, the com- <br />munication was received and filed. Attorney William Denner, 1867 Park Avenue, <br />Costa Mesa, representing the Appelant, stated the new tract of h~es is immediately <br />across Sherry Lane from the proposed Church site, and would decrease the property <br />value if the Church site is constructed; also the inadequate parking facilities of <br /> <br />the Church site would necessitate street parking, and objected to the increased <br /> <br />traffic and noise. F~ther, m~ client consulted with Voorhies, Trindle & Nelson, <br /> <br />Engineers, who investigated the drainage problem on the proposed Church site, and <br /> <br />read their letter wherein'it was stated the drainage would not be proper and the <br />box culvert cannot be expanded to handle the extra runoff, Attorney Denner requested <br /> <br />an opinion from the Director of Public Works in regard to the impracticability of <br /> <br />the Church site on this property due to the drainage problem. The Director of <br /> <br />representing the Church of the Messiah, stated a great deal of time was spent in <br /> <br />search of adequate property and the present site is sufficient for their 500 member~ <br /> <br />There will be twenty rooms for a Sunday School, Administration Building, etc. but n~ <br />parochial ~chool. Also, the services are held on Sundays and the evening traffic <br /> <br />would be light. There is a ten-foot easement, and a large drainage system could <br />be installed; further, Mabury Homes, in the immediate vicinity~ have offered no <br /> <br />objection to the construction of the Church. On motion of Councilman Brewer, secon. <br /> <br />ded by Hubbard and carried, the decision of the Planning C~mnission was upheld, and <br /> <br />Appeal Appl.No.3 <br />Variance Appl.No.1373 <br />Ruth B. Harmer <br />Reso.No.60-189 <br />granting Appeal <br /> <br />Appeal Application No. 2, filed by J. W. Lenney, denied. <br /> <br />Appeal Application No. 3 of Ruth B. Harmer was presented on Variance Application No. <br />1373, wherein Planning Commission recommended denial, to build a six bachelOr-unit <br />apartment house that would project 14 feet into the required front yard and seven <br />f~et into the required side yard, on property at 412 Vance Street, in R-3 District. <br /> <br />Public Works stated investigation reveals the present culvert will adequately handle <br />both the subdivision and the Church site.
