<br />Councilman Heinly disqualified himself on the following Variance Application:
<br />Comm~uicatLun was presented from the planning Co~ission requesting consideration
<br />and determination, due to a tie-vote by the Planning Commission on November 14
<br />on Variance Application No. 1395, filed by Miles H. Zeller, to be exempt from the
<br />off-street parking requirement for a building including professional and general
<br />business offices and retail comsaercial activities, at 335 W. 17th Street. Mr.
<br />Zeller, 2754 No. Flower Street, stated he purchased this property in
<br />at which time preliminary plans were prepared to include the one-third lot area
<br />requirements for off-street parking, or spaces for eleven cars, under the old
<br />
<br />Lug Ordinance, and the present requirement for 22 off-street parking spaces create
<br />a financial hardship. On motion of Councilman Hubbard, seconded by Brewer and
<br />carried, Variance Application No. 1395, filed by Miles H. Zeller, was granted,
<br />subject to providing eleven parking spaces.

<br />C~,unication was again presented from Mrs. McKinzie, 2120 So. Van Ness Street,
<br />requesting permission to rent the Recreation Hall on Eighth Street, or the Cypress
<br />Recreation Hall, for her son, Reverend Jack McKinzie, to conduct Church of the
<br />Bible services Sunday morning and evening and one night a week, preferably Wednes-
<br />day, for the young people's gathering. Reverend Jack McKinzie expressed his ap-
<br />pr~eciation to the City Council and the Planning Department for their cooperation
<br />and assistance in locating a b~ilding at Third and Olive Streets, to conduct
<br />Church services, and on motion of Councilman Hubbard, seconded by Heinly and car-
<br />ried, the co~mmmication was received and filed.

<br />On motion of Councilman Heinly~ seconded by Hubbard and carried, the following
<br />Preliminary Record of Survey Maps were approved:
<br />
<br /> Preliminary Record of Survey Map No. 191~ filed by R. A. Karos and K. W.
<br />Whiteland, creating three parcels located west of Santiago Street and so~th of
<br />Santa Clara Avenue~ subject to conditions; and
<br />
<br /> Preliminary Record of Survey Map No. 192, filed by Greschner-Rabec, et al,
<br />creating two parcels located on the north side of First Street and approximately
<br />410 feet east of Sullivan Street, subject to conditions.

<br />On motion of Councilman Heinly, seconded by Hubbard and carried, Map of Tract No.
<br />3932, filed by Greschner-Rabec, for dedication of Clara Street, First Street,
<br />Second Street, Third Street and alleys, for public use for highway purposes, and
<br />all vehicular access rights to First Street, and bond in the sum of $61,000.00
<br />were approved; no license fee required as commercial property, and agreement
<br />ing improvements ordered signed.

<br />Communications were again presented from the Planning Department recommending ap-
<br />proval of Revised Tentative Tract Map No. 3902, filed by A. Richard Brown for
<br />Frank C. and Nelda U. Latham, creating 91 lots located on the south side of Santa
<br />Clara Avenue and approximately ll61 feet west of Tustin Avenue, subject to condi-
<br />tions; and Revised Tentative Tract Map No. 4000, filed by A. Richard Brown, on
<br />behalf of Paul J. and Ruth E. Knaak, creating 47 lots, located 656 feet south of
<br />Santa Clara Avenue and ll61 feet west of Tustin ~vemue, subject to conditions.

<br />On motion of Councilman Hub~r%, seconded by ~reMe~ and carried, the matters were
