RESOI',HT ION NOo <br /> <br />82-32 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA SUPPORTING REFORM OF <br />ENFORCEMENT METHODS OF THE UNITED <br />IMMIGRATION AND NATURALIZATION <br /> <br />REL:adg <br />3/9/82 <br /> <br /> WHEREAS, the United States Immi( <br />Naturalization Service (INS) reportedly <br />'area control' enforcement efforts, whi( <br />apprehension of undocumented aliens by <br />places of work, transportation, recre <br />and <br /> <br /> and <br /> to double its <br />means the <br /> and raids on <br /> and residence; <br /> <br /> WHEREAS, this <br />is likely to be <br />within the Hispanic pot <br /> <br /> effort in Orange County <br />undocumented aliens <br />the City of Santa Ana; and <br /> <br /> WHEREAS, this <br />solely on the ~elzure <br />on personal <br />race; and <br /> <br /> method relies almost <br /> aliens based primarily <br />~uch as language, ethnicity, and <br /> <br /> WHEREA~ <br />ne ig hborhoods, <br />involves <br /> <br /> nforcement method severely disrupts <br /> and places of business, and often <br />civil and human rights; and <br /> <br /> WHEREA <br />completely ineffe <br />undocumented <br />as less <br />in the ir <br />year; <br /> <br /> lis enforcement method is almost <br /> ive in controlling the settlement of <br /> s in the interior of the United States, <br />percent (4%) of the undocumented workers <br /> the United States are apprehended each <br /> <br />the un <br />with a <br />com <br /> <br /> President Reagan's Administration has <br /> of immigration reforms that would replace <br />and inefficient 'area control' enforcement method <br /> and efficient method based on voluntary <br />and employer cooperation; and <br /> <br />WHEREAS, the Immigration Subcommittees of the <br />~tates Senate and House of Representatives expect <br />floo action mn the Administration's proposals within 30 to <br />60 and <br /> <br /> WHEREAS, continued aggressive use of the unfair <br />a~d inefficient 'area control' enforcement method could <br />undermine broad support for immigration reform, and prevent <br />a shift to a fair and efficient enforcement method; <br /> <br /> <br />
