<br />On motion of Councilman Hubbard, seconded by Brewer and carried, the communication
<br />frc~ the Planning Com~ission was received and filed recc~mending approval to change
<br />street named Twenty-First Street, running east and west from 130 feet west of the
<br />center line of Cotter Street to Lewis Street, to Edna Drive.

<br />The Council having unanimously waived the reading of the Resolution, on motion of
<br />Councilman Hubbard, seconded by Brewer and carried, the following Resolution en-
<br />titled:
<br />
<br /> "Resolution No. 61-38 changing the name of a portion of Twenty-First
<br /> Street, between Lewis Street and a point 130 feet west of the center
<br /> line of Cotter Street, to Edna Drive"
<br />
<br />was considered and passed by the following vote:
<br />

<br /> Dale H. Heinly, Bob Brewer, A. A. Hall
<br />

<br />Communication was presented
<br />
<br />from the Planning Department recca~nending denial of
<br />
<br />Preliminary Record of Survey Map No. 203, filed by W. J. Gage, et al, creating
<br />three parcels located 1,200 feet north of 17th Street on the east side of Tustin
<br />Avenue. Donald B. Christeson, 2036 No. Main Street, representing the applicant,
<br />requested clarification of Conditions (f) That an easement be provided for Tustin:
<br />Avenue for a width of 52 feet, center line to property line for street purposes
<br />and vehicular access rights except at street intersections; and (h) That street
<br />"A" be named Catalina Avenue, and his questions were satisfactorily answered by
<br />Councilman Heinly and the Director of Public Works. Mr. Christeson Objected to
<br />Condition (e) That the owner pay a drainage assessment fee of not more than
<br />$1,000.00 per acre. That all drainage easements shall conform in width and align-
<br />ment to City design standards as determined by the approved runoff study; and in-
<br />quired if the assessment could be paid when the services are connected.

<br />Heinly answered the question. The Council having unanimously waived the reading
<br />of the Resolution, on motion of Councilman Heinly, seconded by Hubbard and carried
<br />the following Resolution entitled:

<br /> No. 203, where rec~ended Condition "E" is modified providing
<br /> payment before utility release"
<br />
<br />was considered and passed by the following vote:

<br />Attorney Phillip J. Reilly, 401 W. Eighth Street, presented a petition signed by
<br />approximately forty persons, objecting to the proposed painted traffic island on
<br />North Broadway and 17th Street, at the south end, because most of the buildings
<br />occupied by Doctors and Dentists, who depend upon street parking for patients, and
<br />wheel chair and fracture cases would be greatly inconvenienced if denied parking in
<br />front of the Doctors" offices. On motion of Councilman GOUld, seconded by Hubbard
<br />and carried, the protest petition and cummnnication from Pacific Mutual Life Insur-
<br />ance Company, on behalf of the medical profession, requesting full consideration tc
<br />the proposed plan for making a third lane for left-ha~dturns at the 17th Street
<br />Broadway intersections, were received and filed. It was moved by Councilman Heinly
<br />seconded by Hubbard and carried, that the signs which were installed be temporarily
<br />removed for two weeks, and provisions for the left-turn lane be postponed until the
<br />next regular meeting.
