<br /> Co~mmmication was presented from Attorney Dennis D. Hayden, 207 North Broadway,
<br /> representing the Town and Country Villa Trailer Park, 3929 W. Fifth Avenue, stati~
<br /> there has been no change in the noise and dust created at the Kart-O-Rama Race
<br /> Track, approved by Council, February 6, 1961, as a permitted usewithin the C-2 Zone
<br /> The Mayor requested the City Attorney to define the Ordinance relative to this
<br /> matter, and the City Attorney read Sections 6352 through 6358.6 as applicable to
<br /> this situation, and stated the operators of K~rt-0-Rama should file for a permit
<br /> addressed to the City Council, under this particular Section, with the requirement
<br /> that signs be posted ten days prior to the date of meeting indicating a public
<br /> hearing on this matter. Attorney Hayden questioned the continued operation of the
<br /> Race Track without a business license, and his question was satisfactorily answere,
<br /> by the City Attorney and CounciLman Heinly. Mr. F. L. Ross, co-owner of Kart-O-R~
<br /> Race Track, asked for a two-weel~continuance when their legal counsel could be pre.
<br /> sent, and stated the request for a permit would be filed immediately. On the oral
<br /> request of Mr. Ross, and on motion of Councilman Heinly, seconded by Gould and
<br /> carried, the matter was set for hearing on April 3, 1961, subject to the filing of
<br /> a written request not later than March 21, 1961, and the posting of signs ten days
<br /> prior to the date of hearing. Stanley Miller, 3929 W. Fifth Street, protested the
<br /> lack of sanitary facilities at the Race Track, also the presence of combustible
<br /> materials, and the hours of operation from 9:00 A.M. to ll:30 P.M. It was moved
<br /> by Council~Ru Goul~and seconded by Brewer, that the operation of the Race Track
<br /> on week-days be restricted to the hours of ll:O0 A.M. to lO:O0 P.M., and on Sundays
<br /> from l:O0 P.M. to 10:OO P.M. Motion not carried. It was moved by Councilman
<br /> Heinly, and seconded by Hubbard, that the motion be tabled.

<br />A tabulation of bids was again presented for One 85 CFM Rotary Air Compressor,
<br />Single Stage, Specification No. 623-17, and the Manager reported an investigation
<br />had been made by the Department of Public Works as to the mechanical problems in-
<br />volved in this particular equipment, and ~ecommended the acceptance of the second
<br />lowest and best bid, being the bid of Smith Booth Usher Company, in the total amo~
<br />of $2,830.00. On moticm of Counci~mmu Hubbard, sedonded by Gould and carried, the
<br />rec~mendation of the Manager was approved and the lowest and bestbid of Smith
<br />Booth Usher Company accepted, in the total amount of $2,830.00, and all other bids
<br />rejected.

<br />This being the date set for hearing on Amendment Application No. 345, initiated by
<br />the Planning Commission, amending Sectional District Maps 27-5-10 and 3~-5-10
<br />(Exhibit AA 345 A), to reclassify from the R-1 to the M-1 Districts, property situ~
<br />ted south of Segerstrom Avenue, north of Huntzinger Avenue, between Greenville and
<br />the proposed Fairview Streets, and the Orange County Flood Control right-of-way;
<br />no protests were received and the hearing was closed. On motion of Councilman
<br />Brewer, seconded by Hubbard and carried, the following Ordinance entitled:

<br /> "Ordinance amending Article IX of the Santa Ana Municipal Code
<br /> to change district classification on Amendment Application
<br /> No. 3~5 and amending Sectional District Maps 27-5-10 and
<br /> ~4-5-10 (Exhibit AA 345 A)"
