REL:adg <br />1/5/83 <br />RESOLUTION NO. 83-4 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA APPROVING CONDITIONAL <br />USE PERMIT NO. 82-14 TO ALLOW A RETAIL <br />SHOE SALES BUSINESS IN THE M1 ZONE ON <br />PROPERTY LOCATED AT 1525 WEST ALTON AVENUE <br />WHEREAS, this Council held a public hearing on <br />January 3, 1983 on Conditional Use Permit Application No. 82- <br />14, to allow a retail shoe sales business on property <br />located at 1525 W. Alton Avenue in the Ml District, and more <br />specifically located on the map attached hereto as Exhibit A <br />and incorporated herein, said application having been <br />brought before this Council by Appeal No. 473, following its <br />denial by the Planning Commission; and <br />WHEREAS, prior to taking action on the said <br />application, this Council reviewed and approved the negative <br />declaration (I.S. No. 82-103) prepared for the project; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br />1. Based upon the evidence submitted at the abovesaid <br />hearing, this Council finds and determines as follows: <br />(a) The proposed business will offer the <br />neighborhood and the community a desirable service by <br />providing "designer shoes" at discount prices. <br />(b) The proposed use is located in an industrial <br />park which is buffered from nearby residential areas by a <br />railroad line, a flood control channel and water storage <br />tanks. The proposed use will be harmonious with other uses <br />in the industrial park and will have no adverse impacts on <br />the nearby residential areas. It will not create any risk <br />to people in the vicinity. <br />(c) The proposed use will comply with the <br />regulations and conditions specified in Chapter 41 of the <br />Municipal Code. <br />(d) The allowance of the proposed use will not <br />adversely affect the general plan designation of low density <br />residential, because the site is already developed as an <br />industrial park. <br />
