RESOLUTION NO. 84-21 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA INDICATING ITS INTENT TO IMPLEMENT HEREIN <br />DEFINED "REASONABLY AVAILABLE CONTROL MEASURES" <br />FROM 1982 REVISION OF THE AIR QUALITY MANAGEMENT <br />PLAN FOR THE SOUTH COAST AIR BASIN. <br /> <br /> l~ the Federal Clean Air Act (42 U.S.C. 7401, et. seq.) <br />seeks to develop a cooperative federal state, regional, and local <br />government program to prevent and control air pollution in order to <br />protect and enhance the quality of the nation's air resources so as to <br />promote the public health and welfare of its population; and, <br /> <br /> WHEREAS pursuant to Section 172 (a) (1) of the Clean Air <br />Act, as amended, the Southern California Association of Governments (SCAG) <br />and the South Coast Air Quality Management District (SCAQMD) have prepared <br />an Air Quality Management Plan (AQMP) for the South Coast Air Basin with the <br />assistance of the counties of Los Angeles, Orange, Riverside, and <br />San Bernardino; the City of Los Angeles; the San Bernardino Associated <br />Governments; the State of California Department of Transportation (Caltrans) <br />and the State of California Air Resources Board (ARB); and, <br /> <br /> WHEREAS the 1982 AQMP Revision was adopted by SCAG on <br />October 7, 1982, by the SCAQMD on October 15, 1982, and was conditionally <br />approved by the ARB on October 14, 1982; and, <br /> <br /> WHEREAS the Clean Air Act of 1977 allows for an extension in <br />the deadline for attaining national air quality standards from 1982 to 1987 <br />if all "reasonably available control measures" (P~ACMs) are implemented, <br />and in the event these measures are not implemented, empowers EPA to impose <br />economic sanctions which could potentially cost the region billions of <br />dollars in federal transportation and sewer construction grants; and, <br /> <br /> WHEREAS, as part of region-wide effort by the public and private <br />sectors to improve the air quality of the South Coast Air Basin and to comply <br />with the mandates of the 1977 Clean Air Act, the following measures, defined <br />herein in "Exhibit 1," have been specifically identified as "reasonably <br />available control measures" which require some degree of scheduled imple- <br />mentation by cities and counties in the South Coast Air Basin (recognizing <br />that many of these measures were also contained in the 1979 Air Quality <br />Management Plan and are already being implemented by numerous jurisdic- <br />tions in the basin): <br /> <br />- Tuneups to Manufacturers Specifications <br />- Low Emission, High Fuel-Economy Vehicles for L(~cal Government (H5) <br />- Bicycling Improvements (I4) <br /> <br /> <br />
