~xhibit 1- <br />Air Quality Con~ro~Measures <br />For Local Government <br /> <br />The reasonably available control measures in the 1982 AQMP requiring some <br />degree of implementation by local governments are described below. More <br />detailed information on the measures, including estimated emission <br />reductions and significant impacts, can be found in Appendix VII-A of the <br />AQMP. <br /> <br />It is the responsibility of local governments to determine how best to <br />implement each measure, or substitute measure, in their respective <br />Jurisdictions. The measures have been broadly defined with the under- <br />standing that a variety of approaches to implemeoting the measures would be <br />appropriate in light of the widely varying circumstances of cities and <br />counties in the South Coast Air Basin. It is also recognized that many <br />Jurisdictions have already addressed air quality considerations locally and <br />are actively implementing many of the measures. <br /> <br />Implementation of the measur6s is to be initiated during 1983. SCAG will <br />provide each Jurisdiction with performance, targets and any other infor- <br />mation requested to assist in developing program designs. Implementing <br />agencies will be asked to respond to SCAG's annual reasonable further <br />progress {RFP) survey on the status of their air quality programs by <br />January 1984. SCAG staff will also be available to assist in this effort. <br /> <br />Tuneups, to Manufacturer's Specific.ations (H3) - City and county <br />Vehicle fleet operators would obtain the necessary equipment and <br />train employees to perform tuneups on all nonemergency on-road <br />vehicles according to manufacturer's reco~ndations. <br /> <br />Low Emission, High Fuel Economy Vehicles (Excluding Emergency <br />VehiclesI for Local Government (H$)--Establish a program for <br />purchasing low emission, high fuel economy vehicles when govern <br /> . <br /> <br />ment fleet vehicles are being replaced. <br /> <br />Bicyclin: Imprownmnts (I4) - Establish a program to divert 1% of <br />all trips of three miles or less to the bicycle mode through <br />increased provision of bicycle facilities and public awareness <br />programs. <br /> <br />~alking Improvements (I6) - Establish a program to divert 10% of <br />all £utomobile trips of 1/2 mile or less to walking trips through <br />increased provision of pedestrian facilities such as street <br />lights, sidewalks, curb ramps, and wait/walk signals. <br /> <br />Employer Directed Ridesharinq (IB) - Establish a program to divert <br />home-to-work [r~p$ to carpooling and vanpooling through employer- <br />directed 'actions such as carpool and vanpool matching and promo- <br />tion, preferential parking ' for ridesharers, and financial <br />incentives for carpoolers and vanpoolers. <br /> <br /> <br />
