RESOLUTION NO. 84-48 <br />PAGE TWO <br /> <br />compatable with the residential character of the neigh- <br />borhood in which it is located. <br /> <br /> (c) Because the subject variance has been <br />approved subject to periodic future review by the city, the <br />use as an alcoholic rehabilitation center will be conducted <br />in a manner compatable with a residential neighborhood, and <br />therefore will not be materially detrimental to the public <br />welfare or injurious to surrounding property. <br /> <br /> (d) Because of the residential character and <br />appearance of the use as an alcoholic rehabilitation center, <br />this variance will not adversely affect the residential <br />designation of the area as set forth in the general plan, <br />nor will it adversely affect any other provision of the <br />general plan. <br /> <br /> (e) For the reasons set forth above, the <br />negative declaration prepared for this project, with it <br />finding that the project will not have a significant effect <br />on the environment, is hereby approved. <br /> <br /> 2. Variance 83-14 is hereby approved to permit <br />six existing detached single-famiLy dwellings located at 401 <br />through 421 North Cooper Street to be used exclusively to <br />operate an alcoholic rehabilitation center at variance with <br />the use restrictions of the R1 district and off-street park- <br />ing requirements, sub3ect to the following limitations, <br />requirements, and conditions: <br /> <br /> (a) The use and development of the subject <br />property shall be in accordance with plot, landscape, and <br />mechanical appurtenance screening plans approved by the <br />Director of Planning and Development Services, subject to <br />minor modifications approved by the Director. Landscaping <br />shall be continuously maintained in accordance with the <br />approved landscaping plan. <br /> <br /> (b) Ail improvements on the subject property <br />shall be maintained in compliance with all requirements of <br />Chapters 8 and 14 of the Santa Ana Municipal Code. <br /> <br /> (c) Any trash area shall be enclosed in <br />accordance with Planning and Development Services Department <br />standards. <br /> <br /> <br />
