This coupled with <br />neighborhood crime rates indicates that well-planned security <br />be necessary to protect the RT~ and attract patrons in adequate <br />~rs. <br /> <br />~ct Description <br /> <br />3g identified the security problems faced by the RTC the City <br />proposed a three tier security program. The capitol cost of such a system is estimated <br />.e $65,000.00. The operating cost of a CCTV system is <br />ificantly lower than personnel intensive security and will be <br />eted for in center's operating expenses. The proposed system is <br />d upon an estimated 11-14 camera locations. <br /> <br />RTC site covers 47,000 square feet and is triangular in shape. <br />side of the site is bordered by the Santa Fe right of way. The <br />r two sides border Santiago Avenue and Santa Ana Boulevard (see <br />chment II). Currently these two sides are accessible from all <br />ts along both streets. The City proposes to enclose these two <br />,s using a fence which would complement the architectural style <br />.he RTC while at the same time limit access to the Center. Each <br />'ance and exit will have locking gates. Such a fence is a <br />~ssary measure given the high incidence of auto theft and <br />lary in the area.
