--055 <br /> <br />REL: ado-20 <br />1/8/86 <br /> <br />RESOLUTION NO. 86-_~ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA DENYING CONDITIONAL <br />USE PERMIT APPLICATION NO. 85-28 TO <br />ALLOW EXPANSION OF A MOTEL IN THE C2 <br />DISTRICT AT 3225 WEST FIRST STREET <br /> <br /> WHEREAS, the City Council held a public hearing on <br />January 6, 1986 on Conditional Use Permit No. 85-28 to allow <br />expansion of a motel in the C2 District on property located at <br />3225 West First Street, which application was brought before <br />this Council by Appeal No. 530 following its denial by the <br />Planning Commission; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Based on the evidence submitted at the abovesaid <br />hearing, this Council finds and determines as follows: <br /> <br /> (a) The applicants propose the expansion of an <br />existing 16-unit motel. At present, the motel is <br />utilized not as a short term residential facility, <br />but has the character and tenant occupancy of apart- <br />ments. As such, the project does not comply with <br />Code requirements for this type of residential use. <br />Because the project does not function as a motel, <br />an expansion to create more units which do not con- <br />form to apartment standards or commercial motel <br />standards will not be an asset to the neighborhood. <br /> <br /> (b) Expansion of the motel as it is currently <br />operated will, under the circumstances, be detri- <br />mental to the general welfare of persons residing <br />in the units because they are not being afforded <br />the full benefit of a standard residential unit. <br /> <br /> (c) The proposed expansion will impact the <br />economic stability of the site and surrounding <br />properties by adding to a nonconforming use which <br />cannot meet Code requirements. The present oper- <br />ation is not well-maintained, does not meet Code <br />Standards and detracts from the appearance of the <br />First Street Corridor. <br /> <br /> <br />
