Any expansion of a <br />nonconforming use requires full compliance with all <br />current Code Standards. <br /> <br /> (e) The requested expansion will have an adverse <br />effect upon the General Plan by increasing the viability <br />of a nonconforming use and substandard housing. The <br />City's goals and objectives for the First Street Cor- <br />ridor are to encourage quality developments that are <br />attractive and well designed. The motel proposed is <br />inconsistant with these goals. <br /> <br /> 2.
