137 <br /> <br />RESOLUTION NO. 86-34 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AMENDING RESOLUTION NO. 85-145 TO ADD THE UNREPRESENTED <br />MIDDLE-MANAGEMENT CLASSES OF ASSISTANT FIRE MARSHAL AND <br />PUBLIC SAFETY MANAGEMENT ANALYST TO THE CITY'S BASIC <br />COMPENSATION PLAN FOR UNREPRESENTED MANAGEMENT CLASSIFICATIONS <br /> <br /> WHEREAS, on December 3, 1985, the City Council adopted Resolution 85-145 <br />establishing a class and pay plan for unrepresented management classes of <br />employment separate and distinct from the City's Basic Classification and <br />Compensation Plan (Resolution No. 82-110); and <br /> <br /> WHEREAS, Section 1004 Article X of the City Charter of the City of Santa <br />Ana requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations and <br />the approval of the City Council; and <br /> <br /> WHEREAS, City Council has from time to time amended said Resolution; and <br /> <br /> WHEREAS, with the adoption of the 1985-86 Ann~ai Budget City Council <br />approved the addition and continuous support/funding of various positions <br />throughout the City organization including these two positions, one newly added <br />civilian position in the Fire department and one existing position in the Police <br />department; and <br /> <br /> WHEREAS, the new position in the Fire department, due to significantly <br />different duties and responsibilities and qualification requirements, cannot be <br />allocated to existing classes found in the City's Basic Classification and <br />Compensation plan for the Unrepresented Management Employees; and <br /> <br /> WHEREAS, an existing position currently classified as Systems mhd <br />Procedures Analyst in the Police department now needs to be reclassified due to <br />the assignment of significantly different duties and responsibilities to handle <br />management level assignments of a specialized nature for the Deputy City Manager <br />- Police Chief; and <br /> <br /> WHEREAS, it is now desired to add two new class titles together with <br />assigned salary rate ranges to the City Basic Classification and Compensation <br />plan for Unrepresented Management in order to properly classify and compensate <br />said positions. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SANTA ANA: <br /> <br /> 1. That Section 3B of Resolution No. 85-145 is hereby further amended <br />by adding, in proper alphabetical sequence, the unrepresented middle-management <br />classes of Assistant Fire Marshal at salary rate range M-17 and Public Safety <br />Management Analyst at salary rate range M-18 which have minimum to maximum <br />normal hiring rate ranges of $3133 to $3723 for the former and $3211 - $3816 for <br />the latter. <br /> <br /> <br />
