7. Public Services and Utilities/Police Service. <br /> <br /> A. Significant Effect. <br />will increase demands on services <br />Police Department. <br /> <br />Implementation of the Project <br />provided by the Santa Ana <br /> <br /> B. Finding. Changes or alterations have been required <br />in, or incorporated into, the Project which avoid or <br />substantially lessen the significant environmental effects as <br />identified in the EIR. <br /> <br /> C. Facts in Support of Finding. The Project will <br />generate additional revenue, allowing the City to increase police <br />service levels on the Project. <br /> <br />8. Public Services and Utilities/Public Transit. <br /> <br /> A. Significant Effect. The Project is expected to <br />place increased demands on service provided by the Orange County <br />Transit District ("OCTD"). <br /> <br />B. Findings. <br /> <br /> (1) Changes or alterations have been required in, <br />or incorporated into, the Project which avoid or <br />substantially lessen the significant environmental effects as <br />identified in the EIR. <br /> <br /> (2) Other changes or alterations are within the <br />responsibility and jurisdiction of OCTD. Such changes have <br />been adopted by OCTD or can and should be adopted by OCTD. <br /> <br /> C. Facts in Support of Findings. The following <br />mitigation measures are set forth in the EIR: <br /> <br /> (1) The existing bus stops should be retained and <br />passenger amenities such as bus shelters and accessible <br />handicap pedestrian walkways should be provided between bus <br />stops. <br /> <br /> (2) Bus turnouts, consistent with the Orange <br />County Transportation District's Design Guidelines for Bus <br />Facilities, should be provided at bus stops. <br /> <br /> (3) The Project developer should develop and <br />promote ride share, flextime and a transportation management <br />association. <br /> <br />-12- <br /> <br /> <br />
