RESOLIYrION NO. 88-20 <br /> <br />A RESOLIfrION OF THE CITY COL1NCIL OF THE CITY OF SANTA ANA <br />ADJUSTING SALARIES AND CERTAIN EMPLOYEE BENEFITS FOR t~PLOYEES <br />REPRESENTED BY THE SANTA ANA POLICE BENEVOLENT ASSOCIATION <br />FOR FISCAL YEAR 1987-88 <br /> <br /> P~REAS, Section 1004, Article X of the City Charter of the City of <br />Santa Ana requires the City Manager to prepare, install and maintain a <br />position classification and pay plan subject to civil service rules and <br />regulations and the approval of the City Council; and <br /> <br /> WHEREAS, on August 2, 1982 the City Council passed and adopted <br />Resolution No. 82-110 revising and re-establishing the basic Classificaton and <br />Compensation Plan for the Officers and Employees of the City of Santa Ana; and <br /> <br /> WHEREAS, the City Council has on numerous occassions ratified and <br />adopted Memoranda of Understanding (hereinafter referred to as '~O~') between <br />the City of Santa Aha and each of several recognized employee organizations <br />pertaining to salaries, benefits, hours and other terms and conditions of <br />employment; and <br /> <br /> I~HEREAS, the City has this year successfully negotiated two-year <br />agreements with the Santa Ana City Employees Association and the Santa Ana <br />Firemen's Benevolent Association and has adopted two-year compensation <br />adjustment plans covering unaffiliated confidential and unrepresented <br />management personnel; and <br /> <br /> WHERFAS, representatives of the City and the Santa Ana Police <br />Benevolent Association ("PBA") have met on numerous occasions in an attempt to <br />reach agreement on the terms and conditions of a new memorandum of <br />understanding to supercede the MOUwhich expired on June 30, 1987; and <br /> <br /> 1~, the parties have reached a point in their meeting and <br />conferring in good faith where their differences concerning matters on which <br />they are required to meet and confer remain so substantial that further <br />meeting and conferring will not be likely to result in an agreement; and <br /> <br /> WHEREAS, because the representatives of the PBAhave failed to attend <br />impasse meetings or to propose one of the alternate dispute resolution methods <br />provided for in the City's Employer-Employee Resolution, the City's management <br />negotiating team, in order to provide the same general salary increase granted <br />all other employees of the City and to maintain the City's competitive <br />position in the local labor market, hereby submits the following compensation <br />adjustments for Fiscal Year 1987-88 for employees represented by the P.B.A. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. <br />82-110, as amended, is hereby further amended by: <br /> <br /> 1. Providing a two percent (2%) special equity salary adjustment, <br />effective January 1, 1988, for the class of Police Sergeant by assigning said <br />class to Salary Rate range No. 545 ($2980-$3622). <br /> <br />165 <br /> <br /> <br />
