RECOGNITION OF DIRECTOR CIBRIAN, presented by SAEC Chair <br /> <br />Roman Reyna, Chair presented a plaque to Fernando Cibrian for his <br />service on the Empowerment Zone Board and wished him success in <br />future endeavors. <br /> <br />BOARD TASK FORCE REPORT <br /> <br />BUDGET AND PROGRAM TASK FORCE - Bill Manis, Empowerment <br />Zone Manager announced that the task force will meet on November 6, <br />2002 to go over the Research and Development Infrastructure RFP <br />scoring sheets. He noted that one RFP was received by the October 15, <br />2002 submittal deadline. It is anticipated that the Task Force will submit a <br />recommendation to the full board for the November 20, 2002 SEAC <br />meeting. <br /> <br />EDUCATION TASK FORCE - Fernando Cibrian noted that the Task Force <br />will meet on November 7, 2002 <br /> <br />10. <br /> <br />MARKETING AD HOC TASK FORCE - Mary Bloom-Ramos noted that at <br />its last meeting the task force discussed adoptions for marketing to be <br />presented to the Board for approval <br /> <br />11. <br /> <br />SUSTAINABILITY TASK FORCE - Larry Haynes reported that the task <br />force held its first meeting, and he noted that not all the sub-committees <br />were represented. He announced that the next meeting would be held on <br />October 30, 2002, and he stated that staff is attempting to locate active <br />members. He stressed that the task force is open to participation, but that <br />he anticipated that the group will not have the 35 members originally <br />envisioned. <br /> <br />STAFF REPORTS <br /> <br />12. <br /> <br />FY 2002 ON-SITE MONITORING REPORT - Bill Manis, Empowerment <br />Zone Manager reported that in August 2002, the United States <br />Department of Housing and Urban Development (HUD) conducted an on- <br />site monitoring of the Empowerment Zone. The three-day HUD visit <br />consisted of a review of program files, an Empowerment Zone tour and <br />interviews with staff. In September 2002, staff received the written <br />response from HUD outlining the results of the on-site monitoring visit. <br />The Empowerment Zone received very high marks with only two concerns <br />noted.
