449 <br /> <br />RESOLUTION NO. 89-088 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AMENDING THE BASIC COMPENSATION PLAN FOR CLASSES OF <br />EMPLOYMENT DESIGNATED AS UNAFFILIATED CONFIDENTIAL CLASSES <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the City <br />of Santa Aha requires the City Manager to prepare, install and maintain a <br />position classification and pay plan subject to civil service rules and <br />regulations and the approval of the City Council; and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and adopted <br />Resolution No. 82-110 revising and re-establishing the basic <br />Classification and Compensation Plan for the Officers and Employees of <br />the City of Santa Ana; and <br /> <br /> WHEREAS, on December 21, 1987, the City Council passed and <br />adopted Resolution No. 87-94 amending said Basic Classification and <br />Compensation Plan to designate certain classes of employment as <br />Unaffiliated Confidential (UC) and to provide such classes with certain <br />employee benefits or benefit levels not provided to non-management <br />classes represented by the several formally recognized employee <br />associations; and <br /> <br /> WHEREAS, existing labor agreements with the City's five <br />represented employee groups {the Fire Management Association, the <br />Firemen's Benevolent Association, the Police Benevolent Association, the <br />Police Management Association and the Santa Ana City Employees' <br />Association) provide Fiscal Year lgsg-go salary increases of 3.5% <br />effective July 1, 1989, and an additional 3.5% effective January 1, 1990; <br />and <br /> <br /> WHEREAS, it is now desired to adjust the base salaries for <br />Unaffiliated Confidential personnel for Fiscal Year 1989-90 by the same <br />percentages and in the same manner as provided said represented employees <br />by providing a three and one-half percent (3.5%) salary increase <br />effective July 1, 1989 and another 3.5% increase effective January 1, <br />1990 and by adjusting certain employee benefits and working conditions <br />applicable to Unaffiliated Confidential employees. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA: that Section 3 of Resolution No. 82-110, as amended, is <br />hereby further amended by: <br /> <br /> 1. Designating the following existing classes of employment as <br />being Unaffiliated Confidential classes by assigning the parenthetical <br />identifier "(UC)" next to the class titles to signify said designation: <br /> <br />Employee Benefits Coordinator (UC) <br />Law Clerk (UC) <br />Management Analyst {UC) <br />Senior Management Analyst (UC) <br /> <br /> <br />
