(ii) With the imposition or <br />incorporation of the recommended mitigation measures, the <br />hydrology impacts of the ~roject will be reduced to a level of <br /> <br />insignificance. <br /> <br /> (iii) <br />that the hydrology impacts <br />or mitigated to a level of <br /> <br /> In the alternative, to the extent <br />of the Project are not insignificant <br />insignificance, the environmental, <br /> <br />social, economic, and other benefits of the Project outweigh <br />and override any such impacts, as more fully stated in the <br />Statement of Overriding Considerations (Section III, below). <br /> <br /> F. Land Use. <br /> <br /> (1) Facts. The land use impacts of the Project <br /> <br />are analyzed on pages 3-95 throUgh 3-102 of the Draft EIR and <br />in the Response Document. The Project would convert existing <br />low intensity uses on the Project Site to high intensity office <br />and commercial uses. As previously noted, the proposed Project <br />was consistent with the General Plan designation for the <br />Project Site until the General Plan' was updated to establish <br />building intensity standards. A General Plan amendment is now <br />needed to modify the building intensity standards for the <br />Project Site. The proposed Projectis a permitted use under <br />the existing zoning. The zone change will allow the Site <br />Development Plan to establish the development standards for the <br />Project Site. The Park Center area of Santa Aha is currently <br />undergoing a major transition from low density office and <br />commercial uses to higher density mixed-use development due to <br /> <br />15 <br /> <br />061 <br /> <br /> <br />
