The Project Site is <br />approximately one-half mile from the Tustin city limit and will <br />not impact land uses along First Street within the City of <br />Tustin. The City has prepared and adopted an area-wide General <br />Plan amendment which identifies intensitY~andards throughout <br />the City. The land use impacts of the Pk0jeCt itself are not <br />considered to be significant. <br /> <br /> (2) Findinqs. Based upon the Final EIR and the <br />entire record before it, this City Council finds that the <br />Project will not have any significant adverse impact upon land <br />uses in the vicinity of the Project Site, <br /> <br /> O. Visual And Aesthetic Resources. <br /> <br /> (1) Facts. The visual and aesthetic impacts of <br /> <br />the Project are analyzed on pages 3-103 through 3-110 of the <br />Draft EIR and also in the Response Document. The Project would <br />substantially alter the visual character and aesthetic <br />perception of the Project Site, and mitigation measures would <br />substantially reduce Project-specific impacts on visual and <br />aesthetic resources, but would not eliminate the impacts% The <br />Final EIR recommends five mitigation measures, including <br />architectural features on entrances, centralized focal elements <br />such as plazas and fountains, shielding or concealment of <br />exterior lighting fixtures, plaza and parking structure <br />lighting, and FAA-approved obstruction lighting on all three <br />office towers.
