064 <br /> <br /> (iv) To the extent that the impacts of <br />the Pro3ect relating to visual and aesthetic resources are not <br />insignificant, or mitigated to a leVel of i~significance, the <br />environmental, economic, social and other benefits of the <br />Project outweigh and override any such sighificant impacts, as <br />more fully described in the Statement of'Overriding <br />Considerations (Section III, below). <br /> <br /> H. Cultural Resources. <br /> <br /> (1) Facts. The impacts or,the Project upon <br /> <br />cultural resources are analyzed at pages ~111 through 3-112 of <br />the Draft EIR. Although it is unlikely that significant <br />fossils will be encountered during Project development, there <br />is a possibility that cultural features exist in the subsurface <br />material. Therefore, the Final EIR recommends that grading <br />work be monitored by an archaeologist if significant resources <br />are encountered. <br /> <br /> (2) Findings. Based upon the Final EIR and the <br />entire record before it, this City Council finds that: <br /> <br /> (i) The mitigation measures referenced <br />in the Final EIR have been adopted as Conditions of Apprbvals <br />or incorporated into the Project. <br /> <br /> (ii) With the imposition or <br />incorporation of the recommended mitigation measures, the <br />Project-specific and cumulative impacts of the Project upon <br />cultural resources will be reduced to a level of insignificance. <br /> <br />18 <br /> <br /> <br />
