(iii) In the alternative, to the extent <br />that the cultural resource im~gts~ the Project are not <br />insignifigant or mitigated to a level of insignificance, the <br />environmental, social, economic, and other benefits of the <br />Project outweigh and override any such impacts, as more fully <br />stated in the Statement of Overriding Considerations <br />(Section III, below). <br /> <br /> I. Police and Fire Protection. <br /> <br /> (1) Facts. The Draft EIR and Response Document <br /> <br />state that implementation of the proposed Project will place <br />increased demands on the services provided by the Santa Ana <br />Police Department and Fire Department. To address these <br />impacts, the Project Applicant will provide an on-site private <br />security system for all the office towers and parking <br />structures, include design features into the Project to reduce <br />fire danger, and contribute to the cost of fire safety <br />inspection services. <br /> <br /> (2) Findings. Based upon the Final EIR and the <br />entire record before it, this City CounciI finds that: <br /> <br /> (i) The mitigation measures referenced <br />in the Final EIR have been adopted as Conditions of Approval or <br />incorporated into the Project. <br /> <br /> (ii) With the imposition or <br />incorporation of the recommended mitigation measures, the <br />impact of the Project upon Police and fireprotection will be <br />reduced to a level of insignificance. <br /> <br />19 <br /> <br /> <br />
