Any expansion of plant <br />capacity is within the responsibility and jurisdiction of the <br />Orange County Sanitation District. <br /> <br /> (iii) To the extent that the impacts of <br />the Project upon public services and utilities are not <br />insignificant or mitigated to a level of insignificance, the <br />environmental, economic, social and other benefits of the' <br />Project outweigh and override any such significant impacts, as <br />more fully described in the Statement of Overriding <br />Considerations (Section III, below). <br /> <br />'067 <br /> <br /> K. Public Health And Safety. <br /> <br /> (1) Facts. The Draft EIR analyzes public health <br /> <br />and safety impacts of the Project at pages 3-139 through <br />3-138. The EIR concludes that the public health and safety <br />impacts of the Project will be mitigated to a level of <br />insignificance by imposition of two mitigation measures, <br />application to the FAA for Phases II and III and obstruction <br />lights on the towers. <br /> <br /> (2) Findings.
