B. Cumulative Transportation And Circulation Impacts. <br />With respect to unavoidable cumulative transportation <br />and circulation impacts of the Project, this City Council finds <br />that the environmental, social, economic and other <br />considerations set forth above warrant approval of the Project <br />notwithstanding these impacts which may not be avoided despite <br />the numerous mitigation measures and Conditions of Approval <br />imposed on the Project or incorporated into the Project. This <br />Council also finds that this cumulative impact cannot be <br />avoided by approval of any of the Project alternatives, <br />including the No Project Alternative. To the extent that this <br />cumulative impact may be reduced by approval of the No Project <br />Alternative, the No Project Alternative completely eliminates <br />the Project benefits as set forth above, thus justifying <br />approval of the Project notwithstanding this impact. <br /> <br /> C. Cumulative Air Quality Impacts. <br /> <br /> With respect to unavoidable cumulative air quality <br />impacts of the Project, this City Council finds that the <br />environmental, social, economic and other considerations set <br />forth above warrant approval of the Project~ notwithstanding <br />this cumulative impact, which cannot be avoided entirely <br />despite the numerous mitigation measures and Conditions of <br />Approval imposed on the Project or incorporated into the <br />Project. This Council also finds that these impacts cannot be <br />entirely avoided, due to their cumulative nature, by adoption <br />of any Project alternative.
