Cumulative Water Consumption Impacts. <br /> <br /> With respect to the cumulative impact of the Project <br />on water consumption, this City Council finds that the <br />aforementioned environmental, social, economic and other <br />considerations warrant approval of the Pr0~ect notwithstanding <br />this impact which cannot be avoided despite the numerous <br />mitigation measures and Conditions of ApprOval imposed upon the <br />Project or incorporated into the Project. This Council also <br />finds that this impact, due to its cumulative nature, cannot be <br />entirely avoided by adoption of any Project alternative. To <br />the extent that this cumulative impact may be reduced, but not <br />avoided entirely, by adoption of the No Project Alternative, <br />the No Project Alternative would completely eliminate the <br />Project's benefits as set forth above, and the benefits of this <br />Project justify approval of the P~oject notwithstanding'this <br />cumulative impact. <br /> <br /> E.
