073 <br /> <br />Project notwithstanding this impact, which cannot be avoided <br />despite the numerous mitigation measures and Conditions of <br />Approval imposed on the Project or incorporated into the <br />Project. This Council also finds that this impact, due to its <br />cumulative nature, cannot be entirely avoided by adoption of <br />any Project alternative. To the extent that this cumulative <br />impact may be reduced by adoption of the No Project <br />Alternative, the No Project Alternative would entirely <br />eliminate the Project's benefits as set forth above, and <br />approval of this Project is justified because of those Project <br />benefits. <br /> <br /> F. Aesthetic Impacts. <br /> <br /> With respect to the unavoidable aesthetic impact of <br />the Project, including the alteration of existing views of the <br />Santiago Mountains and the increases amount of light and glare <br />from the office towers, this City Council finds that the <br />environmental, social, economic and other Considerations set <br />forth above warrant approval of the Project notwithstanding <br />these impact which cannot be avoided despite the numerous <br />mitigation measures and Conditions of Approval imposed on the <br />Project or incorporated into the Project. This Council also <br />finds that these impacts cannot be completely avoided except by <br />approval of the No Project Alternative, which alternative <br />completely eliminates the'Project benefits as set forth above. <br />In addition, this Council finds that a change in the visual <br />character of the Project Site is a subjective impact which will <br /> <br />27 <br /> <br /> <br />
