INTRODUCTION AND PROCEDURAL HISTORY <br /> <br /> A. The Approvals And Applications. <br /> Birtcher Xerox Partners ("Applicant") has applied to <br /> <br />the City of Santa Ana ("City") for approval of a commercial <br />development (the "Xerox Centre Development") consisting of <br />approximately four lots (consisting of Phases I, II, III and IV <br />of the Xerox Centre Development). Phase I is an existing <br />high-rise professional office building previously approved by <br />the City. The pending applications request various approvals <br />from the City for Phases II, III and IV of the Xerox Centre <br />Development on a site of approximately 10.6 gross acres 'in the <br />northeast portion of the City of Santa Ana (the "Project <br />Site"). The Project Site is bounded by the Santa Ana (I-5) <br />freeway to the west, First Street to the south, the future <br />extension of Cabrillo Park Drive to the east and by Fourth <br />Street to the north.
