(3) Specific Development Plan No. <br /> <br /> Pursuant to the proposed Special District zoning, the <br />Specific Development Plan allows creation of specific <br />development standards applicable only to the Project Site, <br />including setback, open space and other standards. <br /> <br /> (4) A development agreement between the City of <br /> Santa Aha and Birtcher Xerox Partners <br /> approved concurrently with the above <br /> approvals by City Ordinance No. <br /> <br /> The development agreement, among other things, details <br />the phasing and development standards for the Project. It also <br />guarantees that the City's existing development regulations <br />will govern the Project during the term of the development <br />agreement. <br /> <br /> For the purpose of these findings, the above Approvals <br />and Phases II, III and IV of the Xerox Centre Development are <br />collectively referred to as the "Project." <br /> <br /> B. The Environmental Impact Report. <br /> <br /> (1) The City prepared an Initial Study of <br /> <br />environmental significance dated September 3, 1987. Pursuant <br />to the recormmendation of the Initial Study, the City de~ermined <br />that an environmental impact report was necessary under the <br />California Environmental Quality Act ("CEQA"; Pub. Res. Code <br /> <br />S 21000 et seq.). A Notice of Preparation of an EIR was <br />prepared on September 3, 1987, and was assigned State <br />Clearinghouse No. 87090908.
