II. FINDINGS REGARDING ENVIRONMENTAL IMPACTS OF THE <br /> PROJECT AND MITIGATION MEASURES <br /> <br /> A. Traffic And Circulation. <br /> <br /> (1) Facts. The traffic and circulation impacts <br /> <br />of the Project are analyzed on pages 3-1 through 3-68 of the <br />Draft EIR and in the Response Document. The Project would <br />generate approximately 10,763 average daily vehicle trips at <br />full build-out, with approximately 1,695 trips accruing during <br />the morning peak hour and 1,737 trips occurring during the <br />evening peak hour. The EIR recommends adoption of a <br />comprehensive program of short-term and long-term mitigation <br />measures in response to cumulative traffic needs including the <br />incremental impacts of the Project. The mitigation measures <br />include street master planning actions, improvement of key <br />arterials to applicable master plan standards, localized <br />intersection improvements and site-specifio transportation <br />demand management measures. A list of recommended traffic and <br />circulation mitigation measures is found at Section 3.1 of the <br />Draft EIR. Further recommended mitigation measures are <br />discussed in the Response Document. The Project's impagt upon <br />traffic and circulation is considered a significant impact on a <br />cumulative basis.
